Administration

• Act as the Cognos super user and subject-matter expert for the Decennial Budget Integration Tool (DBiT) Support Services contract with the U.S. Census Bureau
• Administer the IBM Cognos Analytics framework and related servers for performance, reliability, and security
• Manage application-server configuration such as IIS, COTS installation and patching, and Cognos COTS administration
• Configure the Cognos Framework Manager metadata model by connecting data sources, defining business logic, creating objects, and publishing packages
• Administer Cognos security, user roles, and access in accordance with USCB policy
• Use enterprise monitoring tools for SLA reporting, capacity planning, and incident response
• Track health and performance metrics including up/down status, license thresholds, job monitoring, and account expirations
• Coordinate with CSVD on SolarWinds, DataDog, Oracle Enterprise Manager, and CloudWatch monitoring
• Coordinate with the Office of Information Security on vulnerability monitoring, patching, and NIST-aligned continuous-monitoring artifacts
• Author and maintain Standard Operating Procedures for Cognos servers, application, and framework
• Manage Cognos administration tasks through ITSM tickets and the Jira Kanban board
• Support compilation and deployment of Cognos packages and reports across environments through Jenkins and GitHub Actions CI/CD pipelines
• Maintain code, scripts, and configuration files in GitHub Enterprise with traceability to Jira work items
• Document requirements, processes, procedures, meeting notes, and newly discovered requirements in Confluence
• Participate in Agile Scrum activities including daily standups, sprint planning, and retrospectives
• Maintain regular and punctual attendance

Cognos Administrator

Scrum Master

• Facilitate Agile execution for the Decennial Budget Integration Tool (DBiT) Support Services contract with the U.S. Census Bureau
• Lead DBiT Agile Scrum ceremonies, including daily standups, sprint planning, backlog grooming, and retrospectives
• Translate development priorities from U.S. Census Bureau stakeholders into committed sprint work
• Remove impediments, protect sprint commitments, and escalate risks and blockers to the Program Manager
• Enforce disciplined Jira work tracking and GitHub source-code management so changes are traceable to approved work items
• Ensure contract deliverables, program milestones, and reporting requirements are met
• Coordinate meetings with technical team members and customers and facilitate technical discussions with subject-matter experts
• Maintain a visible Kanban/Scrum workflow tracking deliverable status in real time
• Document business requirements, processes, procedures, meeting notes, and newly discovered requirements in Confluence
• Support the program schedule baseline, particularly for Contract Data Requirements List (CDRL) deliverables
• Provide status and progress for Program Weekly and Monthly Status Reports to the U.S. Census Bureau
• Maintain regular and punctual attendance

Software Engineer

• Perform full-stack application development for the Decennial Budget Integration Tool (DBiT) Support Services contract with the U.S. Census Bureau
• Design, build, enhance, maintain, and optimize business logic, data-access layers, user interfaces, and the existing codebase
• Build frontend features using Angular and React
• Develop backend services using Java and related frameworks, including Hibernate, Stripes, and Spring
• Develop RESTful services and microservices where appropriate
• Work in an Agile Scrum execution team to meet contract deliverables, program milestones, reporting requirements, and program objectives
• Analyze and develop new or modified business, functional, and technical requirements
• Adhere to ADSD standards for programming, user interface, and configuration management
• Partner with server administrators to configure automated builds, tests, and deployments using Jenkins and GitHub Actions
• Support legacy-code modernization and automation of manual processes through the CI/CD pipeline
• Maintain code, scripts, and configuration files in GitHub Enterprise with traceability to Jira work items
• Use Jira to manage assigned work and request approval for changes and deployments
• Document requirements, processes, procedures, meeting notes, and discovered requirements in Confluence
• Participate in daily standups, sprint planning, retrospectives, and other Agile Scrum activities
• Maintain regular and punctual attendance
• May provide technical guidance and peer review to mid-level and junior developers, without direct supervisory authority
• Perform other duties as assigned
