About the role

Key responsibilities & impact
  • Facilitate Agile execution for the Decennial Budget Integration Tool (DBiT) Support Services contract with the U.S. Census Bureau
  • Lead DBiT Agile Scrum ceremonies, including daily standups, sprint planning, backlog grooming, and retrospectives
  • Translate development priorities from U.S. Census Bureau stakeholders into committed sprint work
  • Remove impediments, protect sprint commitments, and escalate risks and blockers to the Program Manager
  • Enforce disciplined Jira work tracking and GitHub source-code management so changes are traceable to approved work items
  • Ensure contract deliverables, program milestones, and reporting requirements are met
  • Coordinate meetings with technical team members and customers and facilitate technical discussions with subject-matter experts
  • Maintain a visible Kanban/Scrum workflow tracking deliverable status in real time
  • Document business requirements, processes, procedures, meeting notes, and newly discovered requirements in Confluence
  • Support the program schedule baseline, particularly for Contract Data Requirements List (CDRL) deliverables
  • Provide status and progress for Program Weekly and Monthly Status Reports to the U.S. Census Bureau
  • Maintain regular and punctual attendance
  • Perform other duties as assigned

Requirements

What you’ll need
  • Must be able to meet and maintain eligibility requirements for a Public Trust position in accordance with Department of Commerce and OPM requirements
  • U.S. work authorization is required
  • Bachelor's degree in Information Systems, Computer Science, Management, Engineering, or a related field
  • Eight (8) or more years of experience delivering software in an Agile environment
  • Four (4) or more years serving as a Scrum Master or Agile team lead
  • Active Certified ScrumMaster (CSM) certification required
  • Demonstrated knowledge of Agile / Scrum practices in a Government CI/CD environment
  • Experience facilitating ceremonies and managing backlogs in Jira or a comparable work-tracking tool
  • Experience producing status reports and risk communications
  • Must obtain and maintain any necessary security access and/or background checks
  • Excellent written and verbal communication skills
  • Experience supporting federal software programs with source-code management (GitHub) and CI/CD tooling (Jenkins, GitHub Actions)
  • Familiarity with delivery environments involving Oracle APEX, IBM Cognos Analytics, Java, and Angular/React
  • Familiarity with the Department of Commerce, U.S. Census Bureau, or comparable federal financial, budget, or statistical-agency systems
  • Must have or be able to attain a valid state driver's license and be insurable on the company's automobile insurance policy
