Serve as the primary point of contact with the Government for all contract activities, deliverables, and communications.
Provide overall leadership, planning, and management of contractor personnel supporting FEMA’s Independent Study Program (ISP).
Ensure timely delivery of all contractual deliverables, including monthly performance reports, Standard Operating Procedure (SOP) updates, and data reconciliation metrics.
Oversee daily use of the NDEMU Independent Study Database System (ISDBS), a FEMA-managed Microsoft SQL–based database used to manage student records, course completions, certificates, and transcript requests.
Coordinate responses to group verification and official transcript requests, ensuring strict compliance with FEMA privacy and data protection policies, including the Privacy Act of 1974 and Personally Identifiable Information (PII) safeguards.
Manage reconciliation of duplicate student accounts and oversee customer service operations, ensuring all inquiries via phone, email, and mail meet FEMA’s responsiveness standards.
Conduct monthly progress and performance review meetings with the FEMA Contracting Officer’s Representative (COR) and other stakeholders to assess progress, risks, and corrective actions.
Support testing, evaluation, and implementation of new technologies to enhance the Independent Study Program’s delivery, accessibility, and reporting accuracy.
Develop, maintain, and annually update Standard Operating Procedures (SOPs) to align with FEMA administrative, technical, and records management requirements.
Ensure all personnel complete mandatory FEMA security, Operations Security (OPSEC), and Information Technology (IT) awareness training.
Provide leadership during both phase-in and phase-out periods, ensuring continuity of operations and complete transition of deliverables and records.
Requirements
Active or recently adjudicated FEMA Public Trust clearance (Moderate Risk) or ability to obtain prior to start.
U.S. citizenship required.
Five (5) or more years of experience managing federal contracts, training, or education programs—experience with FEMA, DHS, or other government agencies highly preferred.
Demonstrated ability to lead and motivate diverse teams, manage competing priorities, and meet contractual milestones.
Proven success in program administration, federal deliverable management, and stakeholder engagement with Contracting Officers (COs) and Contracting Officer’s Representatives (CORs).
Strong understanding of federal reporting, quality assurance, and data management practices, including QASP alignment and SLA tracking.
Excellent written and verbal communication skills, including briefing preparation and executive-level correspondence.
Strong analytical, problem-solving, and decision-making skills within fast-paced, mission-critical environments.
