About the role

  • Support the Head of Property Development and take leadership responsibility for delivering a defined set of projects within Places for London’s Property Development Programme.
  • Assemble, manage, and motivate high-performing multidisciplinary teams to achieve project objectives.
  • Contribute to the preparation of property development strategies and associated policies to identify, exploit, and optimise beneficial outcomes from development opportunities on TfL’s estate.
  • Manage complex interfaces and relationships within TfL to ensure alignment and drive the development programme forward.
  • Engage effectively with public and private sector stakeholders to minimise risks and optimise returns for TfL.
  • Lead negotiations with external counterparties, leveraging expertise in financial structures associated with property development to deliver added value.
  • Identify and champion new property development opportunities, contributing to property development strategy reviews.
  • Produce well-structured and reasoned board papers to support development proposals and decision-making.
  • Take line management responsibility for supervising, motivating, and developing staff allocated to this role.

Requirements

  • Demonstrable experience of managing all key stages of complicated property development projects - typically large-scale, high value
  • Rail-infrastructure - dealing with rail constraints or delivering transport operational benefits.
  • London office market knowledge and experience
  • Lead management skills for complicated property development matters without day-to-day supervision.
  • Good working knowledge of core property valuation and development appraisal techniques and able to undertake robustness evaluations, financial modelling and risk evaluation studies.
  • Good background in legal knowledge to instruct solicitors in relation to sales, structuring joint ventures, development agreements, acquisitions, and the like.
  • MRICS professional qualification or equivalent.
  • Excellent team working skills, as much of the property development programme work will be undertaken by external partners and consultants.
  • Financial and project management skills to manage substantial project budgets and milestones, and oversee sensitivity testing, risk management etc.
