About the role

  • Lead recruiting operations for Transmission and Substation Engineering, aligned with the Phase III staffing expansion plan.
  • Manage annual hiring targets based on scenario-based projections (Current, Prior, Stretch), including attrition and internal movement.
  • Partner with HR leadership to monitor hiring progress and adjust strategies as needed.
  • Supervise a team of recruiters, sourcing specialists, and coordinators supporting Transmission staffing.
  • Provide coaching, performance feedback, and development planning for recruiting team members.
  • Coordinate recruiter assignments across business units and ensure alignment with WIN Room and Business Recruiting Support teams.
  • Collaborate with Transmission leadership to forecast hiring needs and develop talent pipelines.
  • Support rotational programs and direct-hire strategies for PM/CM and engineering roles.
  • Expand outreach to universities, military events, and technical programs to attract entry-level talent.
  • Ensure recruiting practices comply with federal, state, and local employment laws.
  • Audit job postings and hiring documentation for accuracy and compliance.
  • Manage relationships with search firms, staffing partners, and job board vendors.
  • Track and report recruiting metrics, diversity outreach, and hiring progress.
  • Provide insights to HR and business leaders on hiring trends, bottlenecks, and opportunities.

Requirements

  • Bachelor’s degree in Human Resources, Business, Engineering, or related field; Master’s preferred.
  • 7+ years of recruiting or talent acquisition experience, including 3+ years in a supervisory role.
  • Experience supporting technical or engineering functions, preferably in utilities or infrastructure.
  • Strong knowledge of employment law, recruiting systems, and workforce planning.
  • Excellent communication, coaching, and stakeholder engagement skills.
  • Ability to manage multiple priorities in a fast-paced, matrixed environment.
