About the role
- Leads Train-the-Trainer (TTT) programs to ensure consistent delivery of certified training across divisions and agencies.
- Creates and implements collision mitigation strategies to proactively reduce incidents and improve safety outcomes.
- Utilizes data-driven analysis, including telematics and performance metrics, to identify trends, measure success, and inform continuous improvement in fleet safety programs.
- Develops and implements detailed plans and recommends policies regarding program specific requirements.
- Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
- Implements classroom behaviour modified based education, practical training programs and courses.
- Conducts behaviour modification based training to reduce collisions and maximize road safety exposure.
- Continuously updates staff training plans, including development of skills and profiles for safe operation of vehicles/equipment.
- Identifies staff skill gaps, develops and evaluates related training plans.
- Conducts and evaluates vision, written and practical testing to assess the driving abilities of current drivers and new applicants to determine their qualifications for a City of Toronto Operator's Permit, in accordance with Federal and Provincial Ministry standards and regulations, and municipal bylaws and standards.
- Acts as a signatory under the Ministry of Transportation recognized authority program to the Driver Certification Program Mandatory Entry Level Training (MELT) Standards.
- Advises all City Divisions, Agencies, Commissions, Boards and EMS and the public on the Highway Traffic Act, Occupational Health and Safety Act, everyday work practices and union issues, City of Toronto policies and departmental policies.
- Ensures development, maintenance and use of documentation relative to safety procedures for safe vehicle and equipment operations.
- Conducts collision investigations in the field and submits reports and recommendations.
- Conducts field inspections and monitors the safe and compliant operation of the City of Toronto's vehicles and drivers for compliance with federal, provincial and municipal laws, regulations, corporate policies and programs such as CVOR requirements.
- Maintains operational/safety manuals to ensure they reflect current technology and procedures.
Requirements
- Must possess and maintain a valid Province of Ontario Class DZ driver’s licence
- Must possess Ministry of Transportation signing authority and air brake instructor certificates or the ability to obtain them
- Experience with Fleet Safety Technology tools such as Power BI and telematics platforms to support safety performance measurement, collision reduction strategies, and program evaluation
- Experience and broad knowledge of fleet operations, including processes, procedures, equipment, and fleet safety practices
- Experience in evaluative testing and behaviour based training of vehicle and equipment operators, including classroom and field delivery
- Experience developing and delivering adult education and Train the Trainer programs
- Experience with safety data analysis and risk analytics
- Thorough knowledge of applicable legislation and programs including the Highway Traffic Act, Occupational Health and Safety Act, PMCVI, CVOR, and Ministry of Transportation regulations
- Strong communication skills with the ability to work effectively both independently and as part of a team, including planning, organizing, and performing work assignments
- Knowledge using office systems including Microsoft Office applications, with experience using a fleet driver training system considered an asset
- Availability to work shifts, weekends, call back, overtime, and flexibility to work at various Fleet locations as required.
