About the role
- Leads and conducts thorough and objective investigations regarding allegations of misconduct or wrongdoing for unionized and non-unionized staff across the Division.
- Reviews and analyzes files with a focus on fact-finding, procedural fairness, timeliness, and attention to detail and ensures investigations are in compliance with all legislation.
- Applies trauma-informed approaches and de-escalation techniques throughout investigations.
- Conducts on-site interviews and meetings; gathers evidence at various work locations.
- Oversees the assessment of evidence and credibility analysis of the parties to make factual findings and provides detailed reports, confidential communications, and briefings.
- Ensures that all complaints and investigations received in the IIU are resolved in accordance with established divisional complaint procedures.
- Provides guidance to the Unit on determining whether the factual findings amount to a breach of the applicable City bylaws, policies, procedures, or legislation.
Requirements
- Post-secondary education in a related area (e.g. labour relations, law, workplace investigations) or an equivalent combination of education and experience.
- Investigative certification (e.g. ASIS, PCI, CFE) or Private Investigation certification/experience would be an asset.
- Extensive experience working in a major, multi-union public or private sector organization.
- Considerable experience conducting workplace investigations (e.g. incivility, harassment and discrimination, theft, nepotism, fraud).
- Advanced interviewing techniques and evidence assessment skills.
- Strong organizational skills with ability to maintain accurate, detailed documentation and records, both electronically and in hard copy.
- Strong analytical skills to conduct research and assess evidence to determine relevance, reliability and sufficiency.
- Excellent presentation and communication skills and ability to communicate effectively, both orally and in writing, with various levels of staff within the organization.
- Extensive understanding of collective agreements and case law related to conducting investigations in a unionized environment.
