About the role
- Provides leadership for the strategic planning, delivery, and optimization of the City’s enterprise HCM platforms.
- Bridges People & Equity strategy, workforce transformation, and technology enablement.
- Ensures ERP HCM solutions deliver measurable value across workforce planning, payroll, talent management, employee experience, and operational efficiency.
- Leads the development and execution of a multi-year ERP HCM strategy and roadmap aligned with City priorities and workforce objectives.
- Provides oversight of the full ERP HCM lifecycle, including Core HR, Payroll, Time and Attendance, Benefits, Talent, Workforce Management, and Budget and Payroll.
- Oversees multiple concurrent workstreams, leads fit-gap analysis, approves functional and technical designs, and ensures adherence to enterprise standards.
Requirements
- Extensive senior leadership experience delivering enterprise ERP HCM solutions in a large, complex organization, preferably in the public sector.
- Proven experience leading large-scale business and technology transformation initiatives.
- Strong expertise in HCM process harmonization, ERP governance, workforce analytics, and change management.
- Demonstrated ability to lead high-performing teams through significant organizational change.
- Experience managing complex vendor ecosystems, contracts, and service level agreements.
- Excellent communication and influencing skills with executives, governing bodies, and technical and non-technical stakeholders.
- Experience in a unionized environment and administering collective agreements is an asset.
