About the role
- Measure the extent to which the project goal and outcomes have been achieved for VN04-036 & VN04-038
- Provide recommendations to improve technical approaches and project implementation for future education project design
- Evaluate project management, relevance, effectiveness, efficiency, impact, and sustainability
- Prepare and submit end-line evaluation reports and share findings with project stakeholders and government for learning and accountability
- Conduct field trips in former Hoa Binh province (Phu Tho) and participate in meetings with Phu Tho Department of Education and Training
- Follow the deliverables, methodology, structure, reporting and timeframe as stated in the TOR
- Produce technical proposal, allocation-of-days chart and budget as part of deliverables
Requirements
- Team leader: Relevant qualifications in social science, social work or education
- Team leader: Knowledge and experience of Vietnam’s child protection and education situations
- Team leader: Proven experience working with communities and knowledge of national policies and government positions
- Team leader: Excellent spoken and written communication skills in English and Vietnamese
- Team leader: Excellent analytical and report-writing skills
- Team leader: Child-friendly communication and research experience preferred
- Team leader: Experience and skill in working with ethnic minority people
- Team member: Relevant qualifications in social science, social work or education
- Team member: Knowledge and experience of Vietnam’s child protection and education situations
- Team member: Proven experience working with communities, especially ethnic minority people
- Team member: Excellent spoken and written communication skills in Vietnamese

- Submission requirements: Expression of Interest (less than 10 pages), technical proposal for end-line evaluation, chart allocation of days, proposed total budget including daily rate (in Vietnamese and includes PIT), CV(s), contact details of at least two referees, two samples of previous relevant reports
- Availability to conduct field trips in former Hoa Binh province (Phu Tho) and meet with Phu Tho Department of Education and Training
