Consultant

• Conduct desk review of project documents, baseline, reports and manuals
• Prepare detailed inception report describing evaluation methods, tools, data collection tools and work plan
• Review and update existing tools and develop new tools as necessary (FGDs, KIIs) to measure outcomes and indicators
• Train enumerators on quantitative and qualitative data collection methods
• Conduct field-level data collection, maintain quality, lead data entry and analysis
• Develop comprehensive draft report on findings/results with input from ChildFund/project team
• Prepare presentation slides in English and Lao for ChildFund and stakeholders
• Incorporate comments and produce final report; submit all raw data used
• Consult with project-implementing organisations and obtain confirmation on ToR, Inception Report and Endline Report
• Highlight lessons learned, challenges, solutions and recommendations; assess OECD-DAC criteria including relevance, coherence, efficiency, effectiveness, impact and sustainability; address gender, ethnicity and disability inclusion

End-of-Project Evaluation Consultant

• Measure the extent to which the project goal and outcomes have been achieved for VN04-036 & VN04-038
• Provide recommendations to improve technical approaches and project implementation for future education project design
• Evaluate project management, relevance, effectiveness, efficiency, impact, and sustainability
• Prepare and submit end-line evaluation reports and share findings with project stakeholders and government for learning and accountability
• Conduct field trips in former Hoa Binh province (Phu Tho) and participate in meetings with Phu Tho Department of Education and Training
• Follow the deliverables, methodology, structure, reporting and timeframe as stated in the TOR
• Produce technical proposal, allocation-of-days chart and budget as part of deliverables
