• Create marketing communications in a plain English, reader-friendly style, and simplify complex information to ensure ChildFund’s communications are impactful
• Create digital communications that generate engagement and ensure ChildFund’s message stands out, including infographics and videos
• Research, write and edit reports, publications and other forms of content that are factual and reliable
• Edit technical work and commission third parties when required (including writers, designers and printers)
• Ensure all communications comply with relevant brand guidelines, organisational policies, and sector standards
• Ensure you are a trusted source of advice to senior staff on both internal and public-facing communications

• Assess the extent to which the project has achieved its intended objectives, using the OECD-DAC evaluation criteria of effectiveness, efficiency, relevance, impact, and sustainability.
• Examine cross-cutting issues, including inclusion of vulnerable groups, gender sensitivity, and safe programming for children.

End-of-Project Evaluation Consultant – Child Protection System

• Measure the extent to which the project goal and outcomes have been achieved and provide recommendations for how technical approaches and project implementation could be improved for new project design in the future.
• Identify areas of improvement in all aspects of project management.
• Assess relevance: is the intervention doing the right things?
• Determine effectiveness: is the intervention achieving its objectives?
• Evaluate efficiency: how well are resources being used?
• Analyze impact: what difference does the intervention make?
• Check sustainability: will the benefits last?
• Consider cross-cutting issues: has the program/project considered inclusion of vulnerable groups, gender sensitivity, and child safety integration?

End-of-project Evaluation Consultant – Health and Wellbeing for Students

• Measure the extent to which the project goal and outcomes have been achieved for VN04-036 & VN04-038
• Provide recommendations to improve technical approaches and project implementation for future education project design
• Evaluate project management, relevance, effectiveness, efficiency, impact, and sustainability
• Prepare and submit end-line evaluation reports and share findings with project stakeholders and government for learning and accountability
• Conduct field trips in former Hoa Binh province (Phu Tho) and participate in meetings with Phu Tho Department of Education and Training
• Follow the deliverables, methodology, structure, reporting and timeframe as stated in the TOR
• Produce technical proposal, allocation-of-days chart and budget as part of deliverables

End-of-Project Evaluation Consultant, Ready for Primary School Project

• Conduct desk review of project documents, baseline, reports and manuals
• Prepare detailed inception report describing evaluation methods, tools, data collection tools and work plan
• Review and update existing tools and develop new tools as necessary (FGDs, KIIs) to measure outcomes and indicators
• Train enumerators on quantitative and qualitative data collection methods
• Conduct field-level data collection, maintain quality, lead data entry and analysis
• Develop comprehensive draft report on findings/results with input from ChildFund/project team
• Prepare presentation slides in English and Lao for ChildFund and stakeholders
• Incorporate comments and produce final report; submit all raw data used
• Consult with project-implementing organisations and obtain confirmation on ToR, Inception Report and Endline Report
• Highlight lessons learned, challenges, solutions and recommendations; assess OECD-DAC criteria including relevance, coherence, efficiency, effectiveness, impact and sustainability; address gender, ethnicity and disability inclusion
