About the role
- Develop and implement a comprehensive strategy for capturing new opportunities to grow portfolio of work
- Conduct market analysis to identify opportunities, competitors, and potential challenges
- Support the proposal development team to create compelling and compliant proposals
- Build and maintain relationships with key stakeholders, including clients, partners, and internal teams
- Ensure all capture activities comply with legal, ethical, and regulatory requirements and identify/mitigate risks
- Develop detailed program plan, including scope, schedule, budget, and resource allocation; establish governance and reporting structures
- Lead and mentor a cross-functional team (project managers, engineers, logistics experts, support staff)
- Maintain regular communication with clients, stakeholders, and team members; manage expectations and resolve conflicts
- Track program progress, identify variances, and implement corrective actions; prepare and present status reports
- Ensure all deliverables meet quality standards and implement continuous improvement initiatives
- Monitor budget and financial performance; manage procurement processes and vendor relationships
Requirements
- Bachelor’s degree in Business, Engineering, Project Management, or a related field
- Active Secret security clearance (Minimum Clearance Required to Start: Secret)
- 10+ years of experience in program management, with a focus on contract capture and execution
- Proven experience in managing seaport or logistics-related contracts
- Excellent leadership and team management skills
- Superior communication, negotiation, and interpersonal skills
- Proficiency in program management tools and software (e.g., MS Office)
- Demonstrated ability to manage multiple stakeholders and deliver complex projects on time and within budget
- Background of success and ability to communicate and interact with senior leadership
- Willingness/ability to travel up to 10% (Continental US)
- Desired: Advanced degree in a relevant field of study
- Desired: Knowledge of Seaport contract vehicle operations
- Desired: Familiarity with NSWC Crane market
- Desired: PMP or equivalent certification
- Desired: Ability to obtain TS/SCI clearance
- Desired: Demonstrated growth of workload portfolio in Government or Private Industry
