Proposal Manager

• Planning, strategizing, and executing proposal documents and RFP responses
• Drafting proposal responses based on insight from prospect meetings and RFP requirements
• Collaborating with internal team members on proposal win themes
• Editing and compiling final proposal documents for submission
• Organizing and maintaining databases of proposal content

Proposal Coordinator

• Build a proposal management practice that helps Nava increase proposal quality and in support of Nava's growth goals
• Lead Nava Client Solutions Managers, Subject Matter Experts and reviewers through well-structured proposal efforts; effectively engage Nava leadership (Contracts, Staffing, etc) and teaming partners at the right times with the right information
• Author proposal content such as descriptions Nava's past performance and capabilities
• Manage concurrent proposal efforts without sacrificing clarity or quality
• Develop and support a compliance checklist for each opportunity, including evaluation criteria, required forms and contractual documents
• Curate, organize and and build 'evergreen' content that speaks to Nava's capabilities, projects and modern practices

Principal Proposal Manager

• - Open, review, and interpret KMZ/KML, shapefiles, GeoJSON, and PDF plan sets in tools like Google Earth Pro, QGIS/ArcGIS, and Bluebeam
• - Validate routes, utilities, and environmental constraints; flag conflicts (bridges, rail, waterways, protected areas)
• - Produce preliminary takeoffs (LF by method, handholes/pedestals, crossings, bores, structure attachments) and draft/validate bill of materials (BOM)
• - Align routes with traffic control needs; capture assumptions and constraints
• - Translate routes to constructible sequences; identify access, staging, spoil management, and restoration requirements
• - Validate takeoffs with spot field checks; coordinate with utility locators and 811 procedures
• - Support permit packs (traffic control sheets, crossings, bore profiles), and precon meeting materials
• - Provide redline updates from field feedback; maintain revision control through award and NTP
• - Maintain trackers (bids, addenda, RFIs, risks, quotes, deliverables)
• - Facilitate handoff to operations: route files, takeoffs, assumptions, and risk items
• - Contribute to standards: symbology, naming conventions, estimate templates, and RFP boilerplates
• - Read and interpret RFP/RFQ documents, addenda, exhibits, and pricing forms; build a compliance matrix and submission checklist
• - Lead RFI/Q&A tracking; clarify scope gaps, locates, QC/testing, restoration, and as-built deliverables
• - Coordinate internal pricing (labor, equipment, materials), vendor quotes, and subcontract scope; normalize quotes and document inclusions/exclusions
• - Prepare full response packages: technical approach, construction means/methods, schedule, staffing, risk register, safety/QA, and commercial forms (NDA/MSA/SOW/COI/W-9 as applicable)
• - Draft bid assumptions, exceptions, and clarifications that protect margin and delivery
• - Ensure on-time, compliant submission (digital portals or physical delivery); archive artifacts for handoff

RFP Manager

• Manage intake and validate project requests for scope and feasibility.
• Prepare accurate, competitive proposals with clear timelines and assumptions.
• Build cost models and lead pricing strategy discussions.
• Collaborate with cross-functional teams to ensure operational readiness.
• Maintain quote pipeline tracking and analyze performance metrics.
• Drive process improvements for faster cycle times and better stakeholder engagement.
• Act as subject matter expert for proposal strategy within the commercial team.

• Provide ownership of assigned RFP responses for Space and Intel product lines, exercising independent judgment in interpreting requirements, defining proposal strategy, facilitating cross-functional collaboration, and ensuring compliance with internal and customer standards.
• Lead and moderate proposal kickoff and solutioning sessions, establishing direction, scope, and task assignments for Program Management, Engineering, and other required functions.
• Develop and oversee pricing strategy, cost models, and volume narratives, ensuring alignment with business objectives, customer requirements, and competitive positioning.
• Integrate, evaluate, and synthesize inputs from multiple functional partners into a complete, compliant Proposal Package; ensure necessary leadership reviews and approvals are obtained in accordance with internal policy.
• Prepare, certify, and submit Current, Accurate, and Complete proposals requiring Certified Cost and Pricing Data; exercise professional expertise in compliance with FAR, DFARS, and company estimating standards.
• Represent the proposal function in internal and external audits, providing authoritative responses, supporting documentation, and subject matter insights.
• For remote employees, quarterly travel to the San Diego office is required to support onsite team meetings, engagement activities, and collaborative proposal planning.

Senior Associate, Proposal Management

• Provide ownership of assigned RFP responses for Space and Intel product lines, exercising independent judgment in interpreting requirements, defining proposal strategy, facilitating cross-functional collaboration, and ensuring compliance with internal and customer standards

• Shape persuasive messaging that reflects competitive positioning and sector expertise.
• Establish schedules and oversee deliverables for complex submissions.
• Conduct senior-level quality and compliance reviews prior to release.
• Maintain Salesforce opportunity data for assigned pursuits to support accurate forecasts and pipeline reporting.
• Lead interview preparation, including development of materials and executive presentation content.
• Support the development of market brochures and strategic client materials that extend beyond a single pursuit.
• Manage, mentor, and lead Proposal Managers and Coordinators to support their professional development and advance their skills in their role.
• Contribute to building out proposal processes, tools, and standards as the function matures.
