Proposal Manager

• Leads and supports the development of compliant, compelling federal government proposals through collaboration with internal and external stakeholders, including: Capture Managers & Business Development Officers, Technical Subject Matter Experts (SMEs), Proposal Team members, Subcontractor personnel, Executive leadership and other contributors as needed.
• Writes, edits, and manages proposal responses to government Requests for Proposals (RFPs), Requests for Quotes (RFQs), Task Order Proposals, and Requests for Information (RFIs).
• Coordinates and manages multiple proposal efforts simultaneously while maintaining schedule discipline and compliance requirements.
• Serves as the primary point of contact (POC) for assigned proposal efforts, including: Preparing kickoff packages, Developing proposal schedules and compliance matrices, Coordinating virtual and in-person meetings, Managing proposal content development, reviews, and production activities.
• Reviews and rewrites proposal sections to ensure consistency, compliance, responsiveness, and overall proposal quality.
• Responds to clarification requests, deficiency reports, and final proposal revision requests within compressed timelines.
• Supports and maintains proposal knowledge management repositories and SharePoint libraries.
• Works effectively in a dynamic small business environment requiring flexibility, initiative, and the ability to pivot quickly to changing priorities and customer demands.

• Build a proposal management practice that helps Nava increase proposal quality and in support of Nava's growth goals
• Lead Nava Client Solutions Managers, Subject Matter Experts and reviewers through well-structured proposal efforts; effectively engage Nava leadership (Contracts, Staffing, etc) and teaming partners at the right times with the right information
• Author proposal content such as descriptions Nava's past performance and capabilities
• Manage concurrent proposal efforts without sacrificing clarity or quality
• Develop and support a compliance checklist for each opportunity, including evaluation criteria, required forms and contractual documents
• Curate, organize and and build 'evergreen' content that speaks to Nava's capabilities, projects and modern practices

Principal Proposal Manager

• Provide ownership of assigned RFP responses for Space and Intel product lines, exercising independent judgment in interpreting requirements, defining proposal strategy, facilitating cross-functional collaboration, and ensuring compliance with internal and customer standards.
• Lead and moderate proposal kickoff and solutioning sessions, establishing direction, scope, and task assignments for Program Management, Engineering, and other required functions.
• Develop and oversee pricing strategy, cost models, and volume narratives, ensuring alignment with business objectives, customer requirements, and competitive positioning.
• Integrate, evaluate, and synthesize inputs from multiple functional partners into a complete, compliant Proposal Package; ensure necessary leadership reviews and approvals are obtained in accordance with internal policy.
• Prepare, certify, and submit Current, Accurate, and Complete proposals requiring Certified Cost and Pricing Data; exercise professional expertise in compliance with FAR, DFARS, and company estimating standards.
• Represent the proposal function in internal and external audits, providing authoritative responses, supporting documentation, and subject matter insights.
• For remote employees, quarterly travel to the San Diego office is required to support onsite team meetings, engagement activities, and collaborative proposal planning.

Senior Associate, Proposal Management

• Execute timely development, analysis and completion of proposals through collaboration with functions across the business area.
• Ensure proposals meet quality, schedule, and affordability targets for the benefit Raytheon and our customers
• Develop and champion innovative methodologies to drive faster and more efficient contract awards
• Direct and oversee coordination of proposal evaluation notices, fact-finding questions and/or final proposal revisions with senior leadership
• Assist teams with proposal kickoffs
• Be able to provide an outline for the Proposal Response and provide formatting guidance to the Proposal Team
• Provide guidance and strategy for Submit Gate’s, mentoring proposal team members on role delegation, responsibilities, and decision-making at the lowest responsible level
• Coordinate staffing on proposals, working with designated proposal leads and priorities to ensure timely delivery and “mange pre-RFPs” to meet needs as appropriate
• Leverage networks and opportunities with internal and external stakeholders to shape requirements
• Emphasize compliance with export/import regulations, the U.S. Foreign Corrupt Practices Act, and equivalent export control and business ethics regulations of foreign customers and partners
• Ability to multi-task and assist on more than one proposal at a time and assist Capture Manager in guiding proposal team personnel.
• Ability to travel as needed, but no more than 10%.

Senior Proposal Manager

• Develop and submit high-quality responses proposing Geographic Solutions’ workforce and unemployment software systems to government agencies
• Coordinate input from cross-functional teams
• Draft proposals blending new content with boilerplate and past submissions
• Review RFPs, RFIs, and other opportunities for response planning
• Create outlines and shell documents for proposals
• Facilitate and lead proposal meetings and reviews
• Articulate win themes, solutions, and requirements throughout proposals
• Apply editing and proofreading to develop organized drafts
• Lead Color Team reviews and manage revisions
• Ensure proposal quality and compliance with solicitation requirements
• Prepare final submission files in Word and PDF formats
• Organize and maintain proposal files in SharePoint
• Manage multiple projects under tight deadlines
• Participate in proposal debriefs and lessons-learned sessions
• Maintain and update boilerplate content after submissions
• Stay current on product offerings to reflect latest features

• Support development of a wide range of client-facing presentations and sales opportunity- or proposal-related materials for global commercial enterprises.
• Create end-to-end strategic and impactful PowerPoint presentations that convey client needs and Gartner’s value proposition.
• Refresh/update stakeholder-provided PowerPoint content to correct errors and/or enhance messaging, visuals and brand compliance.
• Lead formal RFx response development, ensuring compliance with RFx requirements, obtaining necessary approvals and driving responses to successful, on-time completion.
