Senior Manager, Human Resources Payroll Technology and Architecture

• Develop and test the PeopleSoft Global Payroll rules engine.
• Update/modify existing extensions or tailored software.
• Experience with integration of PeopleSoft Global Payroll with existing Oracle PeopleSoft HCM solutions to support the Integrated Personnel and Pay System.
• Design, develop, and maintain customizations and enhancements across a variety of PeopleSoft modules including HCM, Payroll, Benefits, Time & Labor, Financials (AP, AR, GL), and Campus Solutions.
• Develop and support complex components using PeopleTools, PeopleCode, Application Engine, Integration Broker, Component Interface, and Event Mapping.
• Strong experience with SQL, SQR, PS/Query, BI Publisher, and web services.
• Support integrations with third-party and legacy systems using REST/SOAP Web Services, file-based integrations, and middleware tools.
• Collaborate with business analysts and functional teams to gather requirements and translate them into technical solutions.
• Troubleshoot and resolve performance issues, data integrity problems, and system bugs across multiple modules.
• Apply security best practices, manage user roles/permissions, and ensure compliance with data privacy standards (HIPAA, FISMA, etc.).
• Support batch scheduling, job streams, and workflow automation using Application Engine, Process Scheduler, and PeopleSoft Workflows.
• Participate in Agile development processes and contribute to sprint planning, backlog grooming, and retrospectives.
• Maintain comprehensive technical documentation, change control artifacts, and deployment packages.

Peoplesoft Developer, Global Payroll

• Perform processing, entry, and verification of payroll data
• Ensure timely and accurate payroll distribution across government and commercial labor categories
• Support labor coding, PTO tracking, and benefits deductions
• Ensure all documentation is compliant with SCA wage determinations, DCAA audit requirements, and internal controls
• Input timecard and labor data into payroll and HRIS systems
• Support processing of semi-monthly and off-cycle payrolls
• Ensure compliance with labor categories, job codes, and billing structure
• Validate PTO accruals, deductions, and SCA-required fringe benefits
• Reconcile payroll variances, missing time entries, and exception reports
• Respond to employee inquiries regarding timekeeping or pay
• Support payroll audits and labor compliance reviews

Payroll Clerk 2

• Strong contributor to organizational tax reporting, tax planning and compliance function
• Oversees the completion of accurate tax returns to manage risk and minimize the tax obligations of the organization
• May also complete or assist with the completion of tax accounting entries and account reconciliations
• Shows initiative and demonstrates autonomy in managing technical tax areas
• Coordinates, facilitates and resolves all taxing authority inquiries and audits
• Mentoring junior staff on appropriate regulations, filing procedures and internal communication needs
• Keeps up-to-date with and advises others of company-related tax regulations at the federal, state and local levels

Senior Tax Associate – Payroll Tax

• Process biweekly payroll for 450+ employees across multiple states in ADP
• Ensure accuracy across wages, benefits, garnishments, taxes, and deductions
• Manage payroll tax setup, filings, and payments (federal, state, local)
• Audit payroll data from multiple inputs (HR, benefits, finance) prior to processing
• Maintain and update employee data within ADP
• Serve as the go-to for payroll-related questions from employees and managers
• Monitor integrations impacting payroll (benefits, expenses, etc.)
• Support internal and external audits with payroll data and reporting
• Partner with Accounting and leadership on payroll reporting and reconciliations
• Maintain payroll records and ensure compliance with retention requirements
• Help improve payroll processes, controls, and documentation
• Support training on payroll and timekeeping processes

Payroll and Tax Administrator

• Own the full-cycle payroll process for our multi-state workforce
• Ensure 100% accuracy in tax withholdings, deductions, and local filings
• Audit existing workflows to identify manual gaps and implement automated solutions
• Act as the primary point of contact for year-end reporting, workers' compensation audits, and 401(k) compliance
• Lead the day-to-day coordination of our benefits offerings
• Manage the annual open enrollment cycle
• Own the relationships with insurance carriers and brokers
• Maintain the integrity of our HRIS data
• Partner with the Director, Total Rewards for data-driven insights
• Support the 'preboarding' phase by coordinating administrative tasks
