About the role
- Provide program management support to stakeholders by acting as the primary point of contact for the assigned design-build projects.
- Assist in development of the capital plan by working with departments to establish project prioritization, assess project feasibility, deliverability, contract administration, establish agreements, establish project early stage requirements, guidelines and governance
- Lifecycle Construction Project Management: Lead the end-to-end project lifecycle—from initiation and scoping to execution and closeout—developing comprehensive project execution plans, economic models, and recovery strategies to ensure milestones are met.
- Design-Build Construction Procurement Leadership: Drive the development of critical procurement documents (NOI, RFQ, RFP) and performance requirements, while spearheading technical evaluations and collaborative dialogues to select optimal design-build partners.
- Strategic Risk & Resource Management: Establish project risk parameters and allocations between the Authority and contractors, developing proactive contingency plans and securing internal/external resources to advance conceptual and final designs.
- Cross-Functional Collaboration & Oversight: Serve as the primary liaison between Engineering, Line Departments, and external stakeholders to maintain alignment on scope, budget, and schedule through regular progress reviews and formal status reporting.
- Post-Award Execution & Dispute Avoidance: Direct post-award oversight of design, construction, and quality administration, implementing proactive claim-avoidance initiatives to minimize disputes and ensure seamless project delivery.
Requirements
- Bachelor's degree in Engineering, Construction Management, or related field
- Minimum 5 years of experience in program management
- Experience with large scale design-build programs
- Certification in Project Management (PMP or equivalent) preferred
- Strong analytical and problem-solving skills
- Excellent communication and interpersonal skills
- Proven track record of successful project delivery
- Ability to work in a fast-paced, dynamic environment
