About the role
- Identify and control company liability and associated costs for landfill gas collection and control system (GCCS) operations
- Optimize WM GCCS capacity and development costs
- Provide oversight and support to Market Area Gas Operations Managers, including budgetary review and procurement/distribution of landfill gas conveyance equipment and materials
- Develop and implement company-wide training programs, directives, policies, and procedures related to GCCS design, construction, operations, maintenance and odor mitigation
- Coordinate with Air Program staff on national policies/procedures and training initiatives
- Direct and manage internal and external (consultant) company resources and manage asset development within geographic coverage
- Plan, organize and manage GCCS design, construction and operations; oversee GCCS installation/modifications, compliance monitoring, testing, and reporting program development/optimization
- Design and implement strategic project plans for complex compliance and liability issues; interpret environmental/GCCS operations data and respond to regulatory rule revisions
- Organize and execute routine communications with Market Area and Group management to ensure compliance and consistency with company-wide GCCS and air quality programs
- Monitor emerging environmental regulatory issues and initiate company responses on regional and national basis
- Direct communication with local, state, or national stakeholders; support Air Program, Legal, EP Director and EP Managers responding to regulatory NOVs; provide litigation support/expert testimony
- Provide guidance and recommendations to Area engineers, operations Directors/Managers, EP Managers and Gas Operations Managers on GCCS design, construction and operations issues
- Initiate, develop and implement Group training programs and coordinate with Air Program Directors to ensure national consistency
- Travel 50-75%
Requirements
- Education: Bachelor's Degree (accredited), or in lieu of degree, High School Diploma or GED (accredited) and 4 years of relevant work experience
- 10 years of GCCS design and/or operations-related experience (in addition to education requirement)
- Experience in engineering and/or construction specializing in GCCS design, construction, and/or operations
- Proven technical project management skills
- Immediate knowledge and aptitude for GCCS design, construction and system operations
- Complete understanding of state and federal regulations impacting GCCS design and operations
- Competence working in a highly government regulated environment and working with corporate and group entities
- CADD and MS Office familiarity; general computer acumen and ability to learn other job-related technical software
- Valid professional engineering registration desired (not required)
- Travel 50-75% required
- May include oversight/mentoring of MA Gas Operations Managers and LFG technicians
- May be required to obtain REAL ID or TSA approved alternative for air travel or federal property access
