About the role
- Accountable for cost estimating across capture, proposal, and fact‑finding/negotiations; ensure a clean handoff to Delivery upon contract award.
- Lead and manage the project cost estimating team in the preparation of compliant, accurate, and competitive cost proposals for the APX business.
- Develop cost models and Basis of Estimates (BOEs) in support of Request for Proposal (RFP) responses, proposals, and task orders.
- Develop and maintain standard cost models and BOEs to improve consistency and efficiency of cost estimates.
- Review solicitations and coordinate with cross-functional proposal teams to define estimating requirements and develop proposal strategies.
- Coordinate cost volumes and support proposal narrative development, ensuring consistency between technical and cost volumes.
- Coordinate continuously with other APX PD&CI teams to collectively provide clear resource demand signal and schedule input for offer development.
- Implement and maintain standard estimating processes, tools, documentation, and gate reviews; ensure audit readiness.
- Provide project cost leadership during fact-finding, negotiations, and contract award processes.
- Develop and mentor team members to build internal expertise and succession capabilities.
- Analyze historical cost data and trends to enhance cost estimating accuracy and efficiency.
- Implement cost estimating software to standardize project cost estimate preparation.
Requirements
- Bachelor's degree in business administration, construction management, engineering, or a related discipline, along with at least 8-years of progressive cost estimating experience.
- May substitute equivalent experience in lieu of education.
- Leader with the ability to build a team.
- Familiarity with project and proposal management, and cost estimating principles and system compliance.
- Experience managing multiple complex bids.
- Plan, organize, schedule, conduct, and coordinate workloads to meet established milestones with experience in project leadership.
