About the role
- Strategic legal advice and risk mitigation
- Management of boards and governance: prepare and organize governing bodies (City council and CCAS), monitor resolutions and ensure regulatory compliance of decisions
- Drafting, producing, managing and submitting administrative acts to the legal control authority; maintaining and ensuring accessibility of registers
- Oversight of public procurement and contracts
- HR management for the Department: oversee recruitment, monitor employment contracts and manage the training plan in coordination with the HR Department and departmental/internal stakeholders
- Implementation of HR policies and social dialogue
- Define and implement the Department’s internal and external communication strategy and support services in their actions and events
- Leadership and management of a multidisciplinary team: organize, coordinate and evaluate the activity of the "Functional Services" Unit, lead cross-functional projects and propose optimization and development initiatives
Requirements
- Bachelor’s degree (Bac+3) minimum, preferably a Master 1 or 2 in advanced public law, public business law or public procurement/contracts law, local government law and/or an Institute of Political Studies (IEP)
- Mastery of the local public service status (territorial civil service) and strong knowledge of the functioning of governing bodies, as well as the processes and decision-making channels of deliberative assemblies
- Good command of office software and familiarity with digital communication tools (creating materials, updating web content, social media publishing, email-marketing tools)
- Collaborative leadership, team spirit and ability to manage across departments
- Ability to unite and coordinate projects and to promote individual skills in service of common objectives, including in varied and constrained contexts within a demanding environment
