About the role

  • Support the establishment of a national technical team.
  • Conduct an updated national assessment based on quantitative and qualitative data.
  • Assess the relevance, effectiveness and coherence of the current policy (2009).
  • Lead participatory consultations with young people, youth networks, provincial authorities, ministries and partners.
  • Systematically integrate considerations of gender, disability, social inclusion and digital transition.
  • Identify gaps in current legislative and policy frameworks, as well as opportunities for harmonization.
  • Support the national technical team in formulating evidence-based strategic orientations.
  • Coordinate the drafting of the new national youth policy.
  • Develop the action plan, provisional budget and results framework for the policy.
  • Support the technical and political validation process.

Requirements

  • University degree at Master’s or doctoral level, or equivalent, in social sciences, public policy, development, economics or a field related to youth.
  • At least 10 years of experience in developing or revising public policies, ideally in the field of youth.
  • Extensive experience in data collection and analysis within capacity-building projects, human resources and organizational audit.
  • Familiarity with international frameworks: 2030 Agenda, Agenda 2063, African Youth Charter.
  • Excellent knowledge of participatory, gender-sensitive and human-rights-based approaches.
  • Proven experience with analytical tools such as the Youth Policy Toolbox and U-Report.
  • Excellent skills in strategic writing, data analysis and facilitation of multi-stakeholder workshops.
  • Previous experience in Central Africa or similar contexts is a highly valued asset.
  • Excellent interpersonal, diplomatic and communication skills.
  • Excellent written and spoken French.
