About the role

  • Act as the primary lead for regulatory permitting under the ** Article VIII, Article 15, and Article 24 process**.
  • Coordinate with regulatory agencies: ORES, NYSDEC, USACE, USFWS, and other local agencies.
  • Oversee environmental and utility projects ranging from linear construction and substations to renewable energy integrations.
  • Review and prepare high-level technical reports, permits, and construction documents, ensuring they meet the "True" standard of excellence.
  • Leverage your existing relationships within the Upstate NY energy sector to identify and pursue new opportunities.
  • Lead mandatory pre-application stakeholder consultations. You’ll be the face of the project, turning complex regulations into human conversations with town supervisors and local stakeholders.
  • Lead and inspire junior staff, fostering a culture of ownership and helping the next generation of "Doers" become "Sellers."

Requirements

  • Article VIII: Direct experience with the **Office of Renewable Energy Siting and Electric Transmission (ORES)** and the **16 NYCRR Part 1100** procedures.
  • Energy Experience: Has overseen environmental, ecological, and/or natural resources studies in upstate New York.
  • GHG Reporting: Knowledge of the 2026 **Mandatory GHG Reporting (6 NYCRR Part 253)** for fuel suppliers and electric power entities.
  • Agricultural Sensitivity: Experience navigating **Agrivoltaics** and the 2026 Farmland Conservation Fees for projects on prime Upstate soils.
  • Local Roots: A Bachelor’s or Master’s degree in Environmental Science, Geology, Ecology or a related field, with **7–15+ years** of experience in the NY utility and regulatory space.
