About the role
- Plan and manage the project’s operational delivery of the refurbishment of 47 armouries, coordinating the national construction team, with support from HALO Global Construction Specialists, to issue tenders and contract construction companies to implement the refurbishment work
- Ensure quality assurance, monitoring and evaluation, and general oversight through field visits to project locations, in conjunction with QA visits from Moldovan Military Engineers, and Swiss and UK military technical advisors.
- Ensure all project activities and tasks are conducted in compliance with HALO and donor policy
- Lead the project’s stakeholder engagement, particularly with NATO, the BiH MOD and Armed Forces, diplomatic missions, national authorities and government departments, CSOs and I/NGOs
- Manage the project’s finances in coordination with the WAM PM, the International and Regional Finance Managers, including budgeting, forecasting and monitoring of expenditure in accordance with donor and HALO global financial policies
- Manage the procurement, supply levels, and movements of project assets
- Compile and submit internal and external reports in coordination with the Regional Support Officer and WAM PM, as required and in line with contractual obligations
- Ensure HALO’s presence in BiH is compliant with all relevant national laws and regulations.
- Plan, coordinate and manage HALO internal and external visits to the project, including global specialists for project delivery. This will include arranging travel, accommodation and briefing visitors on the project and security situation
- Represent HALO during major engagements with government institutions or partner events such as workshops or round table meetings
- Manage staff welfare, including morale, motivation, and discipline in compliance with HALO policy and relevant local employment laws
- Manage the training, employment and vetting of project staff and beneficiaries
- Ensure an inclusive approach to gender and diversity is taken during all aspects of project activity
- Pursue and develop new funding opportunities in BiH with support from the WAM PM, WAM Donor Relations Manager and other HALO HQ departments
Requirements
- At least 3 years of international project management experience
- Strong IT skills, highly proficient in the use of Microsoft Office
- Experience of working with government institutions and ministries
- Experience managing and leading teams of national and international staff
- Experience developing, monitoring and managing budgets
- Exceptional organisational skills and ability to manage multiple competing deadlines
- Experience monitoring project performance against indicators
- Exceptional interpersonal and communication skills, including experience briefing embassy or high-level government representatives
- Fluent written and spoken English.
- **Desirable**
- Recent work experience in BiH or the wider region
- Experience with weapons and ammunition management (civilian, military or law enforcement)
- Proficient knowledge and application of international standards including IATG and MOSAIC
- Experience working alongside host-nation security forces, particularly on coordination and training
- Work experience in the WAM, armed violence reduction or security sector reform context
- Experience in international development
