Project Manager

• Plan and manage the project’s operational delivery of the refurbishment of 47 armouries, coordinating the national construction team, with support from HALO Global Construction Specialists, to issue tenders and contract construction companies to implement the refurbishment work
• Ensure quality assurance, monitoring and evaluation, and general oversight through field visits to project locations, in conjunction with QA visits from Moldovan Military Engineers, and Swiss and UK military technical advisors.
• Ensure all project activities and tasks are conducted in compliance with HALO and donor policy
• Lead the project’s stakeholder engagement, particularly with NATO, the BiH MOD and Armed Forces, diplomatic missions, national authorities and government departments, CSOs and I/NGOs
• Manage the project’s finances in coordination with the WAM PM, the International and Regional Finance Managers, including budgeting, forecasting and monitoring of expenditure in accordance with donor and HALO global financial policies
• Manage the procurement, supply levels, and movements of project assets
• Compile and submit internal and external reports in coordination with the Regional Support Officer and WAM PM, as required and in line with contractual obligations
• Ensure HALO’s presence in BiH is compliant with all relevant national laws and regulations.
• Plan, coordinate and manage HALO internal and external visits to the project, including global specialists for project delivery. This will include arranging travel, accommodation and briefing visitors on the project and security situation
• Represent HALO during major engagements with government institutions or partner events such as workshops or round table meetings
• Manage staff welfare, including morale, motivation, and discipline in compliance with HALO policy and relevant local employment laws
• Manage the training, employment and vetting of project staff and beneficiaries
• Ensure an inclusive approach to gender and diversity is taken during all aspects of project activity
• Pursue and develop new funding opportunities in BiH with support from the WAM PM, WAM Donor Relations Manager and other HALO HQ departments

Financial Planning and Analysis

• Support the production of accurate and timely donor financial reports and fund requests
• Assist in the development of donor budgets using HALO’s financial planning system (Adaptive Insights)
• Contribute to the development and improvement of systems, tools, and processes to ensure efficient budgeting and forecasting
• Support financial monitoring of grants and contracts, including forecasting costs to completion in collaboration with programme teams
• Support programmes in the preparation of country budgets aligned with anticipated donor funding
• Prepare, submit for approval, and post monthly journals in the accounting system
• Support the review and reconciliation of implementing partner financial reports and payment requests
• Assist with monitoring compliance with overseas statutory requirements, including company registration, financial reporting, and taxation
• Support compliance with donor regulations and HALO financial and logistics standard operating procedures, including desk- and field-based audits
• Assist in the preparation of documentation for grant and contract audits, liaising with external auditors and country teams as required
• Work within the framework of HALO’s core values, ethos, and mission
• Contribute to the achievement of programme and organisational objectives
• Maintain familiarity with and adhere to all HALO policies and procedures
• Travel to HALO programmes when required (up to three short visits per year)
• Comply with HALO’s Health and Safety procedures, including participation in risk assessments and evacuation procedures as necessary

Regional Finance Officer

Human Resources

• Support the delivery of HR operational excellence by driving project activities.
• Ensure compliance, accuracy, and timely execution under the direction of the Head of HR Operations & Compliance.
• Provide the admin support required to gather information and conduct audits.
• Advise on current best practices and legislation to support compliance and continuous improvement.
• Track and close off audit actions to maintain clear audit trails.
• Review existing policies, processes & SOP’s.
• Draft new policies, processes & SOP’s.
• Review existing variations of employment contracts.
• Draft proposals for compliant employment contracting.
• Draft clear processes to manage visas, including sponsorship.
• Support the review of the existing HRIS system (IRIS) and its potential capabilities.
• Audit existing data availability and integrity.
• Liaise with relevant stakeholders and provide regular updates to the Head of HR Operations & Compliance.

HR Projects Manager – FTC

Content Manager

• Develop our website content strategy, enacting plans for the creation, delivery and governance of useful, usable content
• Work with stakeholders and subject matter experts to translate needs into website solutions, including actionable tasks for the development team via the backlog
• Contribute to the continual iterative improvement of the site:
• - Manage backlog
• - Troubleshoot website errors and bugs, reporting where appropriate
• - Lead development sprints with our external agency, completing UAT and other tasks as required
• - Monitor and maintain technical aspects of existing website content in terms of URLs, page names, structure, metadata etc
• Oversee publication of all website content
• - Write, edit and proof copy, ensuring it’s accessible, optimised for search, maximises goal conversions and follows good UX writing practices
• - Manage a range of onsite content, including pages, microcopy, forms, images and videos
• Ensure appropriate content is shown to the user in the right place and in the best format, with a focus on increasing completion of top site tasks such as making a donation and signing up for our e-newsletter.
• Mentor our small group of website editors:
• - Provide training and ongoing support on writing for the web good practice
• - Provide training and ongoing support on using the CMS
• - Ensure adherence to good practices
• - Ensure content is always up-to-date
• Measurement and evaluation:
• - Ensure tracking and reporting of content performance and KPIs, providing metrics and other insight to colleagues as appropriate
• - Take a data-driven approach to decision-making, using quantitative and qualitative insight to improve the performance of content
• Collaborate with relevant colleagues such as the Senior Digital Marketing Manager to ensure digital components are optimised to work together and that user journeys across digital touchpoints are seamless

Global Website Content Manager

• The Finance Officer provides support to the International Finance Manager to ensure accountability to the programme’s finance functions.
• The FO is primarily responsible for daily accounting and cash management functions.
• Alongside the IFM, they also support budgeting, monitoring, reporting, auditing and financial risk management requirements.
• The FO works closely with Operations, Logistics, and Admin & HR functions to ensure payroll and procurement are conducted in line with standard operating procedures.
• The FO will sometimes be asked to complete reasonable additional duties that fall outside of the job description.
• Promptly review and verify payment ensuring internal control procedures are met, including proper coding and authorization and adequate and complete supporting documentation.
• Reviews and verifies OV liquidations ensuring that supporting documents are adequate and complete before submitting for processing.
• Ensure each donor’s audit compliance requirements are met. The FO must report instances of non-compliance immediately.
• Help ensure that all audit recommendations (internal and external) are implemented.
• Provide support to the overall Programme in terms of budget allocation and procurement related activities.
• Supervise future Finance Assistants and conduct annual performance appraisal.
• Deliver clear and transparent accounting of all HALO financial transactions in accordance with the Global Finance and Accounting Manual.
• Approve daily transactions and Journals posted by finance assistants in country office and locations in NetSuite.
• Prepared monthly accounts and submit to the International Finance Manager for review and certification.
• Verify PVs, OVs, and PRF for accuracy and donor allocation.
• Ensure all staff are aware of and follow purchasing and payment procedures.
• Monitor and reconcile bank balances continuously.
• Process monthly payroll in a timely manner.
• Ensure that the FA processes all withholding taxes and social security benefits.
• Update payroll with new salaries and incentives as may be required.
• Programme/project finance management: Together with IFM help implement and use of HALO’s budget and reporting system (Adaptive Insights).
• Support the financial planning for the programme office, including development, management and reporting of the programme office budget.
• With support from the IFM, lead on the preparation of external and internal audits of donor funded projects.
