About the role
- responsible for driving process improvement, and ensuring the team meets or exceeds established Key Performance Indicators (KPIs)
- act as a primary point of contact for complex DOE Award issues
- develop, implement and sustain process improvements to increase efficiency, reduce risk, and enhance customer satisfaction
- collaborate with the Government Operations Lean & Compliance Leader and other Team Members to establish and track KPIs related to Financial Assistance Agreements and Other User Agreements
- develop and implement negotiation strategies to achieve optimal outcomes
- prepare and negotiate complex DOE Awards/CRADA agreement terms and conditions
- actively support Project Teams, working closely with Business Development, Finance, and other functional and technical team members to thoroughly review solicitation terms and conditions, and develop a compliant proposal
- drive all contract negotiations, ensuring resultant customer agreements minimize risk
- develop, negotiate, and execute terms and conditions and complex agreements with partners, customers, and subcontractors to facilitate business goals
- maintain a high level of expertise in award and contract administration
- provide coaching, mentoring, and training to team members
Requirements
- Bachelor's degree or higher in Accounting, Business Administration, Finance, or other related discipline
- minimum of 10 years of business experience
- proven ability to negotiate complex Government awards
- outstanding communication and leadership skills, with the ability to successfully interact at all levels of a matrix organization
- ability to review award documents for sufficiency and risk
- extensive organizational and time management skills
- ability to multi-task with a high degree of accuracy and detail in a fast-paced, deadline-driven environment
- familiarity with both U.S. Government and commercial contracts, including 2 CFR Part 200, DFAR, DEAR, CAS, Uniform Guidance, and commercial terms
- strength in analytical skills, with the ability to review and analyze cost and pricing details
- US citizenship required, with legal authorization to work in the U.S.
