Design and calculate financial allocation models for Graduate Medical Education (GME) programs in accordance with state and federal law
Prepare and make supplemental payments to eligible providers based on allocation models
Prepare quarterly and annual reports detailing financial and quality outcomes for submission to the state legislature, Governor’s office, and federal government as required
Work with other Medicaid Bureaus, State Agencies, and external stakeholders to develop implementation and monitoring plans for GME programs
Prepare fiscal impact analyses, design implementation plans, and submit annual SPAs and Preprints for federal approval
Perform ad hoc analyses and reporting requested by Agency leadership and program stakeholders
Implement new GME programs authorized by SB 7016 and SB 330 and coordinate with medical schools and training facilities to increase residents, fellows, dentists, nurses and other students
Manage multiple simultaneous deadlines and high-visibility requests
Present professionally verbally and in writing and manage productive relationships with various stakeholders across the state
Use strong Excel skills; data visualization skills in Tableau or PowerBI are helpful
Requirements
Two years of experience using Microsoft Excel and Word
Two years of experience related to mathematics, financial analysis, statistical analysis, or research
Two years of experience related to budgeting or forecasting
One year of experience writing official documents for state and federal requirements
One year of experience interpreting, analyzing, and implementing state and federal language
Strong Excel skills including but not limited to V and X lookups, pivot tables, nested if statements, Sumif, Countif, mail merge, advanced formatting, and what-if analysis
Skills in data visualization software such as Tableau or PowerBI (helpful, not required)
Ability to direct and coordinate the planning and implementation of operational and program reviews and program monitoring activities
Ability to utilize problem solving techniques
Ability to understand and apply applicable rules, regulations, policies and procedures pertaining to a health services program
Ability to prioritize workload and develop various reports
Ability to design, develop and implement research methods
Ability to collect and analyze financial data and assess budgetary needs
Ability to formulate policies and procedures and manage a health services program
Ability to communicate effectively verbally and in writing and establish and maintain effective working relationships with others
Successful completion of State and National criminal history check (fingerprinting through FDLE and FBI) as a condition of employment
This position is not a remote or telework position; must be able to work in office in Tallahassee, FL
