About the role

  • Serve as an advisor to the Executive Office of the Governor, legislators, and sister agencies regarding human resource management issues and initiatives.
  • Ensure that the Governor’s initiatives and priorities related to the State Personnel System workforce are achieved.
  • Oversee the delivery and execution of enterprise HR transformation activities, guiding workstreams and partnering with stakeholders to remove roadblocks and ensure timely and effective implementation.
  • Work closely with People First, the State of Florida’s human resource information system (HRIS), to ensure that the functionality of the system aligns with HRM policy and meets the needs of the enterprise.
  • Propose and assist with the drafting of proposed legislation and rules related to the SPS workforce.
  • Develop and oversee the implementation of short and long-range HR strategies and goals based on the evolving workforce, needs of state agencies, and the legal requirements.
  • Oversee the administration of the SPS collective bargaining contracts.
  • Administer guidance and counsel HR professionals across the SPS regarding classification, compensation, recruitment and selection, retention, disciplinary actions, performance and talent management, attendance and leave, veteran’s preference, and labor relations.

Requirements

  • Executive level human resources experience, preferable in a public-sector organization.
  • Experience developing and/or implementing HR policy.
  • Demonstrated depth and breadth of core functional areas of human resources (e.g., classification, compensation, benefits, employee relations, recruitment, leadership development, etc.)
  • Completion of a four-year degree from an accredited college or university, preferably in human resources, business administration, public administration, or related field.
  • An advanced degree is highly desirable.
  • A juris doctorate and member of the Florida Bar.
  • SHRM or other certification or designation related to HR.
