Develops and maintains a revenue forecasting model that accounts for normalized weather patterns and incorporates SMUD's energy forecast.
Modifies, expands and maintains a rate design model that allocates functional revenue requirements to customer classes based on historical costs and marginal cost principals.
Provides leadership and trains others in the use of the rate comparison model, rate design model, and cost of service studies.
Validates accuracy of models and develops batch billing programs for rate design.
Designs and estimates impact of innovative rates based on recommendations from the Board, Rate Advisory Committee, and executive management.
Serves as subject matter expert in maintaining accessible load research and billing determinant data in support of pricing, load research, regulatory filings, demand side management programs, energy efficiency programs, and market research.
Develops interactive products to ease access to critical customer information.
Prepares studies, written technical reports and oral presentations on pricing issues.
Requirements
A Bachelor’s degree from an accredited college or university with major course work in engineering, marketing, business administration, social science, finance, economics, statistics, or a related field.
5 or more (5+) years of progressively responsible relevant work experience in pricing, cost of service analysis, revenue requirements, or revenue forecasting
Intermediate retail rate design theory and related utility standards
Electric utility operations
Intermediate methods and techniques of load/market research including average and marginal costing
Intermediate techniques and practices for cost benefit analyses
SMUD policies, procedures, and other special agreements including rate-making policy
Pertinent federal, state and local laws, codes and regulations governing related rate design and analyses
Principles and practices of various analytical approaches
Methods and techniques of report preparation and writing
Techniques and strategies for public speaking
Techniques related to customer relations
Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases
