About the role

  • Reviews, analyzes, and evaluates business systems and user needs.
  • Formulates systems to parallel overall business strategies.
  • Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective.
  • Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.
  • Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.
  • Participates in highly complex (senior-level) IT business requirements and related activities throughout Business Automation and Social Services Applications divisional areas.
  • Provides analysis and guidance regarding interpreting policies and procedures within eligibility-system functionality.
  • Analyzes client assistance program policies and procedures to determine impact on SSA automated systems (TIERS, SSP, EST, and other related systems).
  • Meets with client business areas and external customers to define system-related business requirements.
  • Serves as a senior analyst in developing and implementing eligibility programs’ business rules, business requirements, and technical specifications.
  • Develops, implements, and maintains quality assurance processes, best practices, and standards; monitors internal operations and vendor performance and reports deficiencies.
  • Assists in developing and implementing continuous process improvement initiatives; analyzes performance data to identify trends and recommend improvements.
  • Performs root cause analysis and develops corrective action plans for IT systems and processes.
  • Provides peer reviews of business requirements documentation and coordinates technical writing and editing reviews.
  • Reviews complex project deliverables (project charters, design documentation, test plans, risk assessment plans) and provides comments and suggestions.
  • Leads production of documentation and provides expertise in response to internal and external audit requests.
  • Prepares and presents complex communications and reports to all levels of staff up to executive management.
  • Provides production support and technical assistance to users of SSA eligibility systems.

Requirements

  • Years Required/Preferred Experience 4 Required
  • Ability to mentor and provide consultation and direction to other Social Services Applications (SSA) staff.
  • Ability to analyze and interpret technical information including regulations, policy, and automation system documentation
  • Ability to communicate in writing, translating user/business needs into a technical style, and communicate technical instructions to system users.
  • Ability to plan and coordinate individual and group work activities.
  • Ability to detect and diagnose application problems.
  • Ability to create technical designs for solutions to problems.
  • Ability to work profesionally with a broad range of stakeholders.
  • Ability to prepare concise business requirements, technical specifications documents and related artifacts.
