Produces detailed business requirement specifications, coordinate systems integration (data), identifies issues (especially data inconsistencies), develops report layouts and outputs, document production and outputs, and corresponds with outside entities.
Use of various system applications, business intelligence, and data reporting tools.
Perform analysis, development, preparation, implementation, and evaluation of complex standard and ad hoc reports that support data collection, access, changes, retrieval and retention related to Medicaid and FoodShare programs
Determine report specifications and assist in preparing necessary queries to obtain required data for reports.
Meet with management, staff and users (both internal and external) to determine requirements and refine necessary modifications for the reports.
Review design and recommend report layouts, file structures and related components, and determine necessary resources.
Review and analyze changes in federal and state rules and regulations for impact on policy and processes, including system software support, especially those necessary for reporting.
Assist in testing, implementation and evaluation of necessary changes, revisions or additions to reports to ensure compliance with these rules and regulations.
Prepare, design, develop and update documentation to support report output.
Review and recommend revisions to standard reports to achieve cost-improvements or efficiencies while meeting programmatic revisions.
Prepare end-user program documentation and user guides as necessary.
Prepare written systems requirements and data requirements, specifications, flowcharts and any formal directives to the vendors to implement and complete required changes and data requests.
Requirements
- 6 or more years of experience as a Business Analyst in Healthcare industry with 3 or more years of Medicaid and Medicare experience
Bachelor’s degree or an equivalent combination of education and experience in Business Administration, Information Systems, or a related field, preferred
Experience working with the interface of information technology with functional groups within an organization
Experience working with business processes and re-engineering
Experience working with computer programming concepts and basic language
Developed verbal and written communication skills.
Effectively manage relationships and communication with various stakeholders to gather requirements and drive consensus.
Knowledge of statistical and system analyses to conceptualize direct and indirect effects of program and policy alternatives.
Knowledge of concepts and methods used in computer systems, analysis, computer systems capability, and programming languages for databases including SQL and SAS.
Extensive knowledge of MES and IM databases, their design, and capabilities.
Working knowledge of the organization and functions of related Departmental divisions and other State agencies.
Ability to work with programmers and translate policy into user friendly logic flows.
Ability to manage project teams using problem-solving processes.
Ability to develop cooperative interpersonal relationships.
Knowledge of and skill with MS Office Suite (MS Excel, MS Word, MS Outlook, MS Access, and MS Visio).
