About the role
- Conduct site inspections and ensure proposed project actions comply with environmental, floodplain, and historic preservation laws, regulations, and executive orders
- Conduct environmental assessments and environmental impact statements
- Review and analyze professional architectural/engineering reports and designs or as-built plans
- Thoroughly document analyses in writing
- Develop scopes of work, including related code and standard requirements
- Validate applicant-provided scopes of work, including related code and standard requirements
- Develop and review cost estimates
- Advise FEMA staff on the technical validity of claims presented under FEMA’s arbitration process
- Testify as an expert witness on FEMA’s behalf if arbitration hearings occur
- Deploy to Zone 2 locations to support FEMA Public Assistance recovery initiatives
Requirements
- A bachelor’s degree in architecture plus either at least one year of graduate study in architectural preservation/American architectural history/preservation planning or at least one year of full-time professional experience on historic preservation projects
- 5 years of experience in related field
- Architect Registration Examination (ARE) and/or National Council of Architectural Registration Boards (NCARB)
- 1-2 years of experience in historic architecture related site inspections of large commercial construction infrastructures
- 1-2 years of experience in historic architecture related site inspections in eligible types of work: restoration of roads, bridges, water control facilities, buildings, equipment, utilities, debris removal, schools, churches, parks, and recreation centers
- Ability to obtain and maintain a FEMA EOD Badge/Public Trust Clearance (DHS Public Trust)
- United States citizenship
- Ability to maintain FEMA specific trainings
- Microsoft Office skills
- Ability to deploy to any location in Zone 2 with a 24–48-hour notice after task order award
- Ability to go on 6–12-month deployments at a minimum
- Experience and comfortability using a smart phone
- Ability to work independently, in a team environment and under stressful conditions with tight deadlines
- Desired: 2 years minimum of prior Federal Emergency Management Agency (FEMA) Public Assistance (PA) experience
- Desired: Experience managing site inspectors
- Desired: Knowledge of the FEMA Public Assistance program/policy
- Desired: Trained in the new Public Assistance delivery model (preferred)
- Desired: Active FEMA badge
