About the role

  • Manage full-cycle recruitment across all departments, from job scoping to candidate sourcing, screening, selection, and offer.
  • Partner with hiring managers to understand role priorities and timelines, ensuring recruitment plans are aligned with organizational needs.
  • Manage relationships with external recruitment partners, ensuring alignment with PRP’s hiring needs, equity standards, and timelines.
  • Build strong, diverse candidate pipelines through proactive sourcing, networking, and partnerships with external recruitment firms as needed.
  • Ensure recruiting processes are consistent, legally compliant, and reflect PRP’s DEIB (diversity, equity, inclusion & belonging) values.
  • Track and report recruitment metrics, providing insights to the Director of People and leadership team on trends, challenges, and opportunities.
  • Lead the coordination of consistent and well-structured hiring processes for candidates and hiring managers.
  • Support hiring managers by drafting and refining job descriptions and evaluation guides that align with role requirements.
  • Equip hiring managers with standardized templates, tools, training and guidance to conduct inclusive and effective interviews.
  • Oversee recruitment technology and platforms, ensuring systems are maintained and optimized; introduce and implement new tools or system as needed.
  • Partner with People Operations Manager to ensure smooth and consistent onboarding for all new hires.
  • Work in close collaboration with the People Operations team to align recruitment and HR systems with DEIB commitments and culture building efforts.
  • Partner with the Director of People and Executive Leadership Team to to align workforce and succession planning with organizational priorities, identifying critical roles and hiring timelines.
  • Develop and maintain candidate pools and talent pipelines for anticipated future needs.
  • Contribute to career pathway and development planning by aligning recruitment practices with PRP’s performance management and succession strategy.

Requirements

  • 6-8 years of experience in recruiting or talent acquisition experience, with at least 2-3 years in a lead or management role.
  • Bachelor’s degree or equivalent work experience
  • Demonstrated success managing full-cycle recruitment for a variety of roles, including legal, programmatic, and operational functions.
  • Experience drafting job descriptions, interview guides, and assessment rubrics that ensure clarity, equity, and consistency.
  • Strong knowledge of equitable and inclusive hiring practices; experience embedding DEIB principles throughout the recruitment process.
  • Familiarity with workforce planning, talent pipeline and succession planning
  • Experience collaborating with leadership teams to meet staffing goals
  • Prior experience managing external search firms and/or internal recruiting staff.
  • Excellent oral and written communication skills
  • Strong project management skills; ability to manage multiple searches simultaneously and deliver results on a deadline.
  • Proficiency in sourcing strategies and recruitment tools
  • Ability and willingness both to complete and to oversee administrative tasks in support of team goals.
  • Ability to conduct research and provide analysis.
  • Experience or ability to learn the following systems: Google Suite, Office 365, Salesforce, Cornerstone, and Asana.
  • Ability to work well with others and diverse groups.
  • A belief in the power of state and local government to make positive, progressive change in the world.
