Software Engineer

• Provide leadership and oversight of the District's Engineering and Operations departments.
• Serve as the primary management link between executive leadership and frontline supervisors.
• Translate District strategy into executable work plans.
• Ensure safe, reliable, and cost-effective delivery of utility services.

• Oversee day-to-day Engineering and Operations activities for efficient electric system performance.
• Coordinate project design, construction, maintenance, and outage response.

• Lead development of annual work plans and preparation of operating and capital budgets.
• Monitor budget-to-actual performance and recommend corrective actions to maintain fiscal health.

Engineering & Operations Manager

Procurement

• Ensures policies and procedures are reviewed, upheld, revised, and adopted in accordance with State procurement laws.
• Oversee the compliance requirements for tracking and reporting necessary information as required by State procurement laws.
• Review and update existing administrative regulation as necessary.
• Develop and implement administrative regulations and standard operating procedures for purchasing, contract management, and inventory management.
• Provide training on updated and new administrative regulations and standard operating procedures.
• Ensure effective contract administration by managing contract development and approval process.
• Provide direct supervision, coaching, and performance management of assigned staff.
• Lead recruitment, selection, and retention efforts for department personnel.
• Establish clear performance standards and priorities aligned with District goals.
• Leads the development and implementation of the Purchasing staff goals, objectives, and priorities.
• Hold employees accountable for safety, productivity, and compliance with District policies.
• Collaborates cross-departmentally to identify and develop timeframe requirements for equipment, materials, inventory, products, services, and acceptable substitutions.
• Assesses current material and inventory availability; reasonably predicts future need and availability based on the market, delivery systems, and other variables.
• Reviews requisitions and creates purchase orders (POs) for materials, inventory, supplies, equipment, and services.
• Creates and reviews contracts and requests for proposals (RFPs). Collaborates with legal counsel to ensure appropriate terms and conditions and other legal clauses for individual contracts are appropriate.
• Prepares and presents management reports on procurement data and issues and identifies trends and practices in procurement. Keeps Chief Financial Officer informed on a proactive basis regarding procurement issues and trends.

Purchasing Manager

Administration

• Partner with all departments to ensure the organization, classification, and maintenance of physical and electronic records in accordance with established retention schedules and legal requirements.
• Oversee and support the transfer, archiving, and disposal of records securely and in compliance with regulations.
• Ensure adherence to public sector records management standards, data protection laws, and public records request requirements.
• Conduct audits and risk assessments to identify gaps and recommend improvements.
• Manage electronic document and records management systems (EDRMS), ensuring accurate metadata and indexing.
• Support system upgrades and user training for records management tools.
• Provide guidance on vital record locations and recovery priorities for the District’s Business Continuity Plan and related programs.
• Assist in developing records management policies.
• Create Standard Operating Procedures.
• Develop and provide training and guidance to staff on proper records handling and retention practices.
• Coordinate responses to public records requests, subpoenas, and internal inquiries in compliance with applicable laws.
