About the role
- Grow the USACE Civil Works portfolio.
- Engage USACE and other agency leadership to understand upcoming business and teaming opportunities, and position Michael Baker International for success.
- Engage AE and General Contractor Industry Partners to develop team relationships.
- Engage Michael Baker International Regional Market/Practice Leads, Office Executives, National Market Leads, National Practice Leads and selective subject matter experts to develop relationships, pursue opportunities, and execute work.
- Develop an opportunity funnel of future contract opportunities and engage with those District contracting offices to understand the requirement and position for the solicitation.
- Keep Executive Leadership and Ownership Team apprised of the Civil Works Strategy and progress towards growing the program.
- Enhance small business relationships in conjunction with the National Market Leads, Regional Practice Leads and Regional Office Executives.
- Represent Michael Baker International with outreach efforts, including professional societies and other organizations linked to federal agencies.
- In conjunction with Operations, review upcoming opportunities and make a Go / No-Go determination.
- In conjunction with the appropriate Operations Office and Proposal Development, assemble and lead a Capture team to win pursuits.
- In conjunction with the Operations team, determine the best PM to lead projects and task orders.
- In conjunction with the Operations team, manage multi-year IDIQs, developing and driving processes that maximize quality, delivery, and profitability of the project teams.
- Maintain client relationships with Civil Works Districts.
- Confer with project staff to review work plans and to assign duties, responsibilities, and scope of authority.
- Participate in project status reviews for Civil Works projects.
- Identify new business opportunities and position Michael Baker for selection through client relationship building and influencing selection processes.
- Manage and coach project teams on USACE and USACE Civil Works by providing technical advice and assisting in problem solving at an advanced level.
- Occasional travel (25%) may be required.
Requirements
- Four-year degree in Engineering or Architecture; Master’s degree preferred
- Minimum of twenty (20) + years of experience with federal agencies or federal clients.
- Strong relationships with the multiple agencies of the federal government.
- Knowledge of the USACE civil works mission, and structures of supported government agencies.
- Strong understanding of the federal markets and federal contracting.
- Significant experience building and maintaining productive relationships with federal government agencies.
- Strong leadership skills, interpersonal and presentation skills.
- Experience in leading a team of highly skilled professionals and internal networking across a large enterprise organization.
- Excellent communication, negotiation, coordination and managerial skills.
- Experience with and a working knowledge of the SF330 process.
