About the role

  • Management Solutions is a national award-winning management consulting firm that specializes in clean energy program management, organizational maturity assessment, environmental services, and project strategy and implementation. This is a contingent hire to support the Chief Information Officer (CIO) Business Operations Support Services (CBOSS) 2.0 Program. Subcontract Manager will be responsible for performing all phases of subcontract formation, performance, and closeout for technically and administratively complex contracts of all types. Perform all aspects of the subcontract administration lifecycle, including development and issuance of solicitations, identification of prospective bidders, evaluation of subcontract proposals, prepare cost and price analysis, risk analysis, bid analysis summaries and recommendations for award. Plan, coordinate and conduct negotiations with Subcontractors. Establish, negotiate, and administer a variety of contracts and agreements such as Non-Disclosure Agreements, Teaming Agreements, Subcontract Agreements issued by a Prime Contractor. Performs due diligence on prospective new subcontractors and suppliers and ensures compliance requirements are met. Develops and monitors strategies for prudent subcontracting with special emphasis on small business subcontracting. Provides expertise in identifying potential procurement problems or conflicts, analyzing impact/ramifications and resolving issues. Communicate with Project staff and subcontractors to establish clear requirements and ensure performance to subcontract terms and conditions. Communicate with Prime Contracts Manager to identify the need for Subcontractors or consultants and establish subcontract values. Ensure subcontract documentation is accurate, well maintained, and compliant with established procedures. Manage subcontracts to ensure timely completion of work, compliance with contract requirements, and appropriateness of invoices and payment. In coordination with program management and other departments, draft subcontract/purchase order statements of work, work schedule, and project deliverables. Manage and track metrics on subcontracts, purchase orders, and other agreements. Resolve disputes with subcontractors and evaluate subcontractors’ performance. Monitor Small Business commitments in accordance with the Prime Contract requirements.

Requirements

  • Bachelor's degree required; Business, Supply Chain Management, or related field is preferred. Excellent verbal and written communication skills. Ability to work independently and as part of a team. Capable of representing the organization as a primary contact on contract matters with program teams, vendors, and customers. Ability to multi-task, prioritize, and manage time efficiently. Exemplify a strong attention to detail. Strong problem solving and analytical skills, with the ability to make recommendations and provide guidance to effectively bring projects to completion. Must have a sound working knowledge of the FAR and DEARS as well as experience with different contract types (e.g., CPFF, T&M, FFP, etc.). Previous experience in delivering prime contract offerings to the Government, and subcontract proposals to prime contractors required. 5-8 years of previous federal subcontract administration experience required; ideally in support of Department of Energy. Proficient computer skills, Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel). Work Authorization: U.S. Citizenship required due to federal contract requirements.
