About the role
- Lead cradle to grave contracting process.
- Administer contracts including support of negotiations, preparing correspondence, and maintaining documentation.
- Perform commonly used contracting methods related to pre-award, post-award and/or price/cost analysis functions to perform well-defined and precedent contract actions.
- Serve as a liaison with Government and commercial contractors regarding contracting issues.
- Participate in program reviews, status briefings, and customer interaction whenever the contracting office is involved.
- Maintain updates and communicates bid and proposal information.
- Initiates and maintains a network of communication with contracting specialists/officers.
- Use best judgment in interpreting guidelines, in adapting procurement procedures to specific situations, and in recommending solutions to problems encountered.
- Manage company contract files in accordance with acquisition regulations.
- Administer and/or closeout contracts in accordance with regulatory guidance and procedures.
- Maintain journals or ledgers of an accounting system and balance and reconcile accounts.
- Review invoices and statements verifying information, ensuring sufficient funds have been obligated, and if questionable, resolve with the submitting unit determining accounts involved.
- Review transactions and processing material for application with accounting.
- Analyze and reconcile operating reports (contacting units, researching causes of discrepancies, and taking action to ensure that accounts balance).
- Develop and manage subcontract agreements.
- Prepare modifications for subcontractor actions to include contracts, purchase/delivery/task orders, blanket purchase agreements, indefinite delivery contracts as necessary.
- Review Non-Disclosure Agreements and Teaming Agreements.
- Review and interpret RFP/RFQ documentation with Team Lead and pursuit personnel to develop solicitation questions impacting pricing.
- Participates in preparation of proposals including pricing and scheduling details and coordination of requirements.
- Assist in the Pricing Volume content development and publication prior to submission.
- Develop cost/price proposal exhibits to convey the appropriate information necessary to convey our cost/price data effectively and compliantly.
- Define pricing requirements in the proposal planning/ scheduling process.
- Assist in the development and communication of pricing and subcontracting strategies for proposals and execute those strategies.
- Coordinate review of the pricing volumes with management.
- Mentor staff to ensure their understanding of procurement terms, methodologies and processes; how to prepare contract files and associated electronic documentation and procurement actions (e.g., contract, order, mod) for execution.
- Other related duties as assigned.
Requirements
- Bachelor's Degree with focus in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management.
- 10+ years of experience in federal contracting.
- DAWIA or FAC-C Level III (Desired).
- Intimate Knowledgeable of the FAR and DFARS.
- General knowledge of the proposal life cycle as well as contract types, including fixed-price, cost, T&M/FPLH, GSA Schedules, BPA/IDIQs; Commercial and State & Local a plus.
- Familiar with Federal or State/Local solicitation pricing requirements and evaluation criteria.
- Experience with Concepts of Cost vs. Price and general knowledge of cost accounting structures for direct and indirect costs.
- Ability to accurately develop and maintain pricing models, summarize data and perform peer validation / auditing functions.
- Ability to perform complex cost and/or price analysis functions.
- In-depth working knowledge of federal procurement regulations and policies.
- Knowledgeable and experienced using electronic media, including Microsoft Office software (Word, Excel, Power-Point, etc.).
- Excellent writing skills and ability to communication effectively both orally and in writing.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
