About the role

  • May direct the regulatory compliance oversight function for the business unit.
  • Manage the implementation of contracts and compliance policies and local procedures ensuring compliance with applicable laws, regulations, and Company directives
  • Direct the preparation, negotiation and administration of all domestic and international agreements, contracts, licenses and modifications thereto
  • Liaise with Group Counsel for agreement review and any required Group /Corporate approvals.
  • Establish contracts and compliance objectives, local procedures and work instructions for the business unit
  • Manage the policies for the Company, ensuring compliance with FAR, DFARS, other regulations, and Company directives
  • May oversee preparation of RFPs for distribution to subcontractors of a proposal package and may have overall responsibility for delivery of the entire proposal package
  • Advise others on IP issues which may affect company
  • Review and approve all required contract backup materials, execute representations & certifications, and determine acceptable contractual terms and conditions; relay the information to the appropriate business stakeholders
  • May evaluate proposals from subcontractors for completeness and adherence to compliance with Prime contract flow down requirements
  • Oversee review of proposals and contract actions processed for the company prior to signature or negotiation, and ensure that appropriate factors have been considered and all necessary information has been gathered
  • Oversee and monitor negotiation of contractual agreements on terms and conditions that are in the best interest of the company
  • Provide guidance on and implement contract policies, procedures and other business and contractual or compliance matters affecting the business unit
  • Along with senior management team, develop and maintain effective business relationships with government, commercial, foreign and domestic customers
  • Manage and direct contract completions and close-out process and support any close-out audit issues
  • Oversee, manage and provide guidance and direction to direct reports by reviewing all change notices and amendments to major contracts (including all contracts with development effort) affecting period of performance, funding, cost or changes to technical specifications; and ensure proper risk evaluation and mitigation
  • Support, communicate, reinforce and defend DRS’ mission, values and culture
  • May manage others
  • Work collaboratively with other functional departments
  • May assist with preparation of export license applications
  • Responsible for coaching and providing mentorship to others in the contracts / compliance function

Requirements

  • Bachelor's degree in business, finance or related field
  • at least ten years directly related experience with a strong background in large-scale government production contracts/subcontracts administration
  • MA, MS or JD degree a plus
  • Experience with government pricing
  • Excellent analytical, and negotiation skills are required
  • Working knowledge of international contracting/subcontracting practices
  • Demonstrated ability to aggressively negotiate all types of government contracts
  • Ability to communicate and interact effectively both orally and in writing at all levels of the organization
  • Knowledge of commercial contracts is an asset
  • Ability to exercise sound business judgment and discretion is critical
  • Comprehensive knowledge of FAR, DFARS, and government procurement/contracting cycle spanning all major contract types (FFP, FPI, CPAF, CPFF, CPIF, T&M, BOA, IDIQ)
  • Experience in the management of multiple large value, complex, government contracts
  • Detailed knowledge of government intellectual property (IP)/ software and data rights clauses and IP marking guidelines
  • Detailed knowledge of source selection / evaluation process including cost and price analysis
  • Knowledge of requirements for and experienced in administration of government property
  • Detailed knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention
  • Detailed knowledge and thorough understanding of proper drafting, negotiation and use of contracts, subcontracts, POs teaming and other forms of agreements
  • Well developed knowledge of general business operations and management functions and principles (business development, finance/accounting, operations, and information technology)
  • Demonstrated managerial and leadership skills.
  • Supervisory experience of a contracts / compliance team an asset
  • Membership in the National Contract Management Association and CPCM designation highly desirable
  • U.S. Citizenship required.
  • This position requires an active DOD security clearance or the ability to obtain such clearance within a reasonable time after commencement of employment.
