Procurement

• Serves as the Agency Procurement Officer (APO) for the Illinois Department of Early Childhood (IDEC), acting authoritatively as policy formulating administrator of the Department's Procurement Office in planning, directing, implementing, and administering all Department-specific procurement functions which consist of an annual procurable spend portfolio.
• Serves as the official IDEC liaison, on behalf of the CFO, to all internal and external entities including the Chief Procurement Office-General Services (CPO-GS), the Office of Management and Budget (GOMB), Procurement Policy Board (PPB), Commission on the Equity and Inclusion (CEI), Illinois Department of Human Rights (IDHR), Illinois State Board of Elections (BOE), vendors, contractors, public, private, state, and federal officials on IDEC-specific procurement issues, independently possessing authority to negotiate and bind IDEC to contractual agreements and operational agreements for specific contractual procurements deferring to the CFO on issues of potentially substantial impact.
• Independently oversees evaluation of proposals received from vendors, negotiating with vendors, and is ultimately responsible for vendor selection.
• Develops strategic sourcing strategies for IDEC-specific procurements.
• Serves as full line supervisor.
• Drafts and submits annual and semi-annual reports to CPO on IDEC-specific spend status and projections.
• Performs other duties for the Secretary as required or assigned which are reasonably within the scope of the duties enumerated above.

Procurement Officer

Architect

• Travels to conduct “onsite” inspections and surveys of existing health care facilities to determine conformance with applicable laws, regulations, and codes relating to certain federal assistance programs, certain federal certification programs and generally recognized health care facility standards
• Conducts inspections and make comments regarding “in process” construction.
• Receive, review, approve or disapprove and/or comment upon health care facility drawings, specifications and change orders in accordance with the various applicable laws, regulations and codes.
• Complete the required inspection forms in office or on site, informs medical facilities of deficiencies, evaluates and approves proposed methods of correcting deficiencies.
• Attend educational seminars relating to health care facilities and design and construction standards.
• Perform other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Designer

• Performs professional architectural duties involving responsibilities for the execution of assignments of extensive scope and complexity involving the code analysis and review of new health care construction project documents prepared by registered architects.
• Conducts on site monitoring inspections of health care facilities to assure compliance with federal requirements for plans of correction and licensure compliance for plans of correction.
• Review, evaluate and compose comments relating to architectural design development and working drawings, specifications, contract documents including change orders for compliance with federal and state health care facility program requirements for fire safety codes and licensure requirements for health care facilities.
• Performs other duties as required which are reasonably within the scope of the duties enumerated above.

Project Designer

• Primary point of contact for coordination, review, and development of construction plans and specifications for airport improvement projects

• Developing tests techniques and methodologies to test our new products for functional completeness and accuracy/performance.
