Recruitment

• Collaborate with hiring managers to understand their recruitment needs, and position requirements
• Provide guidance to hiring managers on recruitment best practices, interview techniques and hiring decisions.
• Lead full-cycle recruitment activities by creating/updating job descriptions, posting jobs internally and externally, supporting the screening of resumes, conducting phone screens, and conducting reference and criminal checks, in addition to managing digital files for new employees.
• Develop recruiting strategies to post new job opportunities on various websites (associations, job boards, etc.)
• Develop/update pre-screening and interview guides as needed and distribute to support the interview process.
• Collaborate with the hiring manager in the creation of written assignments for candidates and coordinate testing as required to evaluate candidates
• Manage the internal applicant tracking system (BambooHR) and maintenance of the talent pool of applicants for future consideration
• Coordinate and schedule interviews (virtual/in-person)
• Maintain communication with applicants regarding the status of their application
• Generate reports and provide data analysis (recruitment metrics) as needed
• Monitor and maintain data integrity; identify any discrepancies and recommend improvements to ensure compliance and quality
• Track posting and any recruitment-related expenses and distribution of invoices as needed.
• Assist with other tasks as assigned by the Director, People, Culture & Corporate Services.

Talent Acquisition Specialist

Full-stack Engineer

• Design, develop, and maintain the Insurance Council of BC's website and associated web applications
• Collaborate with stakeholders to implement new features, enhancements, and integrations
• Optimize website performance, accessibility, and security
• Lead troubleshooting and debugging efforts to resolve issues efficiently
• Contribute to best practices in code quality, documentation, and deployment

Software Developer – Full Stack

Administration

• Handling incoming calls and emails for portal support and assisting examinees
• Assisting licensees and applicants with exam registration, online portal, course registration, and licence renewal
• Escalating inquiries to the examinations, practice, education, and licensing teams as appropriate
• Answering phone calls and emails, assisting with inquiries within areas of responsibility
• Responding to voicemail messages and escalating inquiries as appropriate

Portal Support Administrator

Compliance

• Review complaints against licensees or former licensees to determine whether the matter is within Council’s jurisdiction, identify non-compliance with requirements and potential risks to the public which require investigation.
• Review, research and respond both verbally and in writing to inquiries.
• Identify precedents.
• Draft and issue reminder and best practice letters where conduct concerns are identified but can be addressed remedially.
• Draft and issue closing letters and other correspondence to complainants and licensees.
• Conduct investigations related to breaches of Continuing Education and Errors and Omissions requirements.
• Research other regulators websites for disciplinary actions taken against licensees.
• Prepare and present reports and letters for consideration by a Review Committee and/or Voting Council.
• Document meetings or interactions with Licensees, Complainants or other witnesses as required.
• Assist the public in resolving complaints or concerns with licensees by providing information and direction where possible.
• Prepare both external and internal written communications as required.
• Liaise with other departments and external stakeholders as required.
• Identify emerging trends and work with the Manager, Compliance to develop recommended courses of action.
• Remain current on industry issues, legislation, practices and regulation.

Compliance Officer

General Counsel

• Manage Council’s enforcement matters including overseeing the movement of cases through disciplinary or licensing suitability processes.
• Review and advise on investigations and licence suitability matters in accordance with legislation and Council policies.
• Act as staff support to Council’s Review and Licensing Committees by coordinating cases to be presented, providing advice to the committees, writing Intended Decisions and orders, and preparing committee reports for Council.
• Assist with preparation of production orders, subpoenas and other legal instruments.
• Draft and circulate correspondence to complainants, applicants, and licensees.
• Coordinate hearings including organizing hearing committees, overseeing evidence disclosure, engaging and managing external legal counsel for prosecution and hearing panel counsel roles.
• Manage Council’s participation in Financial Services Tribunal appeals and judicial reviews.
• Liaise on complaints and investigations with other regulatory agencies.
• Support Council’s Privacy Officer by ensuring Council is meeting its responsibilities under applicable privacy legislation, and in response to Freedom of Information requests.
• Provide advice to Council on the Financial Institutions Act, Council Rules, and other relevant legislation.
• Conduct legal research as necessary such as identifying precedent cases, and gather information and data from various sources including other regulatory bodies.
• Support policy and guidelines for various departments in accordance with Council’s legislative authority.
• Review and draft legal correspondence such as general agreements, memorandums of understanding, and legal contracts for the organization.
• Assist with collections and filing of Court documents for outstanding fines and fees.
• Provide training and support to Council members and staff to ensure processes are in accordance with legislation and administrative law.
