About the role
- Assist the Senior Program Manager in executing program strategies, plans, and roadmaps aligned with program priorities
- Lead coordination among task leaders for enclave, data linkage, operations, and PPRL activities to ensure integrated schedules, dependencies, and milestones
- Act as an alternate point of contact for contract leadership, representing the program to stakeholders in meetings and briefings
- Manage risks, issues, and action items, driving timely resolutions, mitigations, and associated processes
- Oversee program dashboards and metrics on performance, quality, security, and user satisfaction while recommending improvements
- Coordinate quality assurance efforts to ensure deliverables, documentation, and communications meet program standards
- Maintain compliance with FISMA Moderate, FedRAMP, CMS ARS, Zero Trust, and data governance policies in collaboration with task leads
- Support stakeholder engagement, communications, and outreach to maintain the satisfaction of researchers, studies, and partners
- Mentor task leads, program managers, and project managers to build leadership depth and strengthen continuity
- Assist in planning and managing smooth program transitions, including knowledge transfer, data, environments, and tools
Requirements
- Master’s degree in bioinformatics, public health, epidemiology, informatics, or a related field
- 10+ years of experience managing federal contracts, health data programs, or similar large initiatives
- 3+ years of experience as a deputy program manager, program manager, or task lead on comparable efforts
- Demonstrated experience managing teams of 40 or more staff for technical, scientific or research efforts
- Strong understanding of program and project management practices for scope, schedule, cost, risk, and stakeholders
- Experience within Agile programs, contributing to iterative development, backlogs, and planning
- Familiarity with security, including FISMA Moderate, FedRAMP, CMS ARS compliance, or Zero Trust programs
- Ability to effectively coordinate technical and operational teams across diverse tasks
- Strong English written and verbal communication skills with experience briefing leadership and multidisciplinary teams
- Ability to obtain and maintain Public Trust clearance or higher
- Willingness to travel 10–25% for meetings and reviews in Washington, D.C., and surrounding areas
