About the role
- Lead and manage a highly motivated and successful permitting team.
- Staff, train, and develop the team as necessary.
- Coordinate and obtain permits and agreements for all aspects of a Tillman fiber deployment project in conjunction with the Engineering contractor.
- Oversee the harmonious relations between our vendors and the jurisdictions and ensure that the quality and direction requested by the jurisdictions are meticulously managed.
- Intervene when necessary to guarantee that permit requirements are fulfilled.
- Ensure all records of Key Performance Indicators (KPIs) for our speed and quantity of permits, such as submitted vs rejected and approved permits, and the speed at which these processes occur.
- Ensure all permit payments are processed on time and accurately invoiced.
- Audit and maintain SFU/MDU OSP permits and ROW payment records in SiteTracker.
- Review the design plans and prepare a thorough analysis of utility and permit conflicts.
- As necessary, interfaces with jurisdictional staff to ensure compliance with applicable laws, codes, and ordinances, and leverage regulatory status to support deployment objectives.
- Assist in negotiating access agreements for public right-of-way and private property use as needed.
- Collaborate and coordinate with internal functional groups to resolve permit issues and achieve project milestones, ensuring on-time and on-budget network delivery.
- Coordinate network functions, review project reports, identify issues, and ensure adherence to cycle times and project forecasting accuracy.
- Ensure all permits are submitted by the forecast, and upload As-builts to SiteTracker after completing each build.
Requirements
- Bachelor’s degree preferred;
- 3-5 years of prior related management experience preferred
- Strong leadership capabilities: including but not limited to the following understanding changes in the marketplace and the impact on our business, strategic goal and priority setting, ability to build and maintain strong team
- Experience with and understanding of wireline technologies specifically OSP fiber builds (buried/aerial, UG)
- Expertise in joint pole use management, utility pole permitting processes, make ready, and pole attachment for fiber optic cable attachments and field construction.
- Able to identify all types of construction methods within ROW, identify assumed public ROW, and visually identify existing utilities, as well as having basic knowledge of make-ready construction.
- Proficient in coordinating fiber builds involving power companies, CLEC’s, ILEC’s, Telco’s, and third-party attackers, and pole construction, as well as joint use engineering utility/telecom processes and JPA documents.
- Local knowledge of traffic control permitting requirements.
- Knowledge and experience with telecommunications engineering standards, with FTTH and MDU builds.
- Capable of identifying issues in the design that would have a potential impact on network buildout and able to collect necessary data from the field for determining a design including all necessary OSP features.
- Working knowledge of NESC safety requirements, FTTP architecture, cable design and terminal placement, interpreting cable or substructure designs, and telecommunications construction techniques.
- Expertise in Microsoft Office programs and Adobe Acrobat.
- Working knowledge of Excel, Google Earth/Maps.
- Possess strong professional written, verbal, and interpersonal communication skills, including the ability to negotiate, build consensus, and provide solutions to problem.
