About the role

  • Serve as the primary Program Manager for VA/VHA engagements, ensuring successful delivery on cost, schedule, scope, and quality.
  • Lead cross-functional teams in Agile and hybrid delivery environments.
  • Develop and maintain program plans, schedules, risk registers, and performance dashboards.
  • Manage relationships with teaming partners and technology vendors.
  • Interface regularly with Contracting Officer Representatives (CORs), Program Offices, and senior VA leadership.
  • Build and maintain trusted relationships with VA and VHA stakeholders.
  • Facilitate meetings, briefings, and governance reviews.
  • Translate mission needs into clear technical and program requirements.
  • Proactively identify risks and recommend mitigation strategies.
  • Ensure solutions align with VA enterprise architecture, security, and compliance requirements.
  • Support cloud, cybersecurity, data, and application modernization initiatives where applicable.
  • Align program outcomes with VHA clinical, operational, and administrative priorities.
  • Support Emerging Tech’s VA business development efforts, including identifying opportunities, shaping capture strategy, and contributing to proposals, capability materials, and client discussions.
  • Represent Emerging Tech in industry forums, VA working groups, and stakeholder engagements as appropriate.

Requirements

  • Minimum 10 years of program management experience in federal IT or mission environments, including at least five years supporting the VA.
  • Demonstrated experience managing a VA-focused program or portfolio of projects with 20+ staff, coordinating technical, clinical, and operational stakeholders.
  • Extensive experience with VHA operations, systems, or initiatives.
  • Demonstrated familiarity with VA EHRM, health IT modernization, or related clinical/technical environments.
  • Strong understanding of federal acquisition, governance, and compliance.
  • Experience leading technical teams in cloud, cybersecurity, data, or application environments.
  • Demonstrated experience managing complex, multi-stakeholder programs.
  • Excellent written and verbal communication skills; comfortable briefing senior leaders.
  • PMP certification (required).
  • Ability to obtain and maintain a Public Trust clearance.
  • U.S. citizenship or eligibility to work on federal contracts.
