About the role

  • Develop and manage the proposal schedule aligned to RFP milestones and internal reviews.
  • Lead proposal kickoff; define roles, deliverables, and expectations.
  • Ensure end-to-end compliance with RFP requirements and instructions.
  • Lead solution development with Capture, SMEs, and Operations.
  • Plan and facilitate Blue Team, Pink, Red, Gold, and White Glove reviews.
  • Integrate feedback and manage content quality, consistency, and version control.
  • Support quarterly initiatives to collect and update program metrics to develop “Gold Standard” proposal reuse content.
  • Coordinate with Recruiting to secure Key Personnel Letters of Commitment.
  • Support recruiting for non-key staff positions as required.
  • Ensure resumes and staffing narratives are compliant and integrated.
  • Coordinate cost and pricing volume development with Finance.
  • Support Green Team reviews and cost-based rate development as required.
  • Ensure pricing aligns with the proposed technical solution.
  • Conduct final submittal review with the CSO.
  • Submit proposals in strict accordance with RFP instructions.
  • Archive final artifacts and receipt confirmation in SharePoint.
  • Update HubSpot Deal Stage to “Submitted.”
  • Support win or loss documentation and lessons learned.
  • Use HubSpot and SharePoint for proposal tracking and documentation.
  • Serve as a Volume Lead for various proposal volumes to include Technical, Management, and Past Performance.
  • Write, edit, and integrate proposal content using Microsoft Word.
  • Facilitate and support writing for Market Surveys, Requests for Information (RFIs), and Sources Sought Notices.

Requirements

  • 7 or more years of proposal management experience supporting IC agencies.
  • Demonstrated success managing complex, competitive proposals as a prime contractor.
  • Experience supporting proposals valued at $50M or greater, including multi-volume submissions.
  • Strong working knowledge of FAR and IC acquisition processes.
  • Proven ability to partner effectively with Capture, BD, Recruiting, Finance, and Operations.
  • Experience leading distributed proposal teams under aggressive deadlines.
  • Familiarity with Shipley or Shipley-aligned proposal best practices.
