Capture Manager

• Lead, manage, and develop a high-performing team of Capture Managers across DLH’s federal health, defense, and civilian portfolios.
• Establish and enforce capture governance, policies, tools, and best practices to ensure consistent, repeatable success.
• Serve as the primary architect for DLH’s enterprise capture strategy, aligning resources, timelines, and milestones to organizational growth targets.
• Personally lead and manage strategic capture efforts for high-value opportunities within federal agencies.
• Oversee all phases of capture lifecycle—opportunity qualification, competitive analysis, teaming strategy, customer engagement, win theme development, pricing strategy alignment, and final readiness reviews.
• Ensure capture managers maintain rigorous adherence to DLH’s gated capture process, documentation standards, and executive reporting requirements.
• Set clear performance expectations for the capture organization and monitor results against win rates, pipeline health, and revenue growth metrics.
• Foster a culture of accountability, collaboration, and continuous improvement within the capture management function.
• Collaborate closely with Business Development, Proposal, Operations, and Executive Leadership to ensure a unified approach to winning new business.
• Develop and maintain trusted relationships with senior government officials, prime contractors, and industry partners across targeted federal agencies.
• Represent DLH in strategic discussions, industry events, and customer engagements that support market visibility and brand reputation.

Vice President, Capture Management – Federal Gov Contracting Experience Required

• Lead the pricing strategy development for major bids and proposals, serving as the primary point of contact for all cost volume activities
• Provide strategic guidance during RFP analysis, ensuring pricing approach aligns with technical solution and competitive intelligence
• Oversee the development of detailed pricing models, ensuring compliance with RFP requirements and alignment with business objectives
• Present pricing recommendations to executive leadership and guide the decision-making process during bid reviews
• Direct the execution of Price-to-Win strategies and integrate competitive pricing intelligence into final cost submissions
• Supervise and mentor pricing analysts or other team members involved in cost proposal development
• Establish and enforce standards, templates, and best practices for pricing compliance and quality
• Partner with Finance, Contracts, Program, and Capture teams to align pricing with risk profiles, profitability goals, and operational capabilities
• Ensure pricing proposals align with corporate financial goals, FAR/DFARS requirements, and customer expectations
