About the role

  • Position Overview: K.L. Scott & Associates (KLSA) is seeking a highly skilled Project Manager / Expert Financial Analyst who will serve as the primary point of contact and senior technical authority for supporting federal and public sector client CFOs. This role will oversee Independent Verification and Validation (IV&V) reviews of credit subsidy models across multiple loan programs, including 7(a), 504 CDC, Disaster Assistance, Secondary Market Guarantee, and Paycheck Protection Program loans. The position requires a senior professional with deep expertise in financial modeling, econometric analysis, and compliance with the Federal Credit Reform Act (FCRA), capable of both leading project delivery and contributing technically to model review, testing, and validation.

Requirements

  • Advanced degree (Master's or PhD) in Finance, Economics, Statistics, Applied Mathematics, or related field.
  • Minimum of 10 years of professional experience in financial analysis, econometric modeling, credit subsidy modeling, or related fields.
  • Demonstrated expertise in federal credit programs, FCRA compliance, and loan program subsidy estimation.
  • Strong knowledge of statistical software and modeling platforms, including SAS and Microsoft Excel (with VBA).
  • Proven experience managing multidisciplinary teams and serving as a working project manager.
  • Exceptional communication skills with the ability to present complex financial analyses to senior federal officials, auditors, and stakeholders.
  • Ability to work onsite in Washington, D.C. with clients.
