About the role
- Lead the development and execution of forward-looking integrated PHC strategies, grounded in clear theories of change, that look to support the evidence-based advancement of relevant Royal Government of Cambodia national health policy and systems across thematics such as immunization, NCDs, AT, SRMNH, community health and other related areas.
- Lead the implementation, performance management, and reporting of the integrated PHC portfolio across CHAI Cambodia's work on immunization, NCDs, AT, SRMNH, community health and other related areas, including planning, technical and managerial oversight of execution, financial oversight, donor engagement and monitoring and evaluation across ongoing grants and cross-cutting activities.
- Lead the generation, synthesis, and dissemination of evidence from portfolio programs, ensuring that findings are effectively shared nationally and, where relevant, internationally to inform policy, program design, and scale-up of effective and impactful PHC and community health interventions.
- Guide CHAI’s, evidence-based, contributions to relevant government policy and strategy development, guideline updates, and strategic planning to advance PHC reforms and related thematic areas outlined above.
- Lead fundraising efforts for the integrated PHC portfolio, including identifying new funding opportunities and developing high-quality proposals.
- Build and maintain strategic relationships with existing and potential donors at national and global levels, in coordination with wider CHAI Cambodia CLT and CHAI’s global technical teams, to drive resource mobilization.
- Line manage, coach and support CHAI integrated PHC and integration team members, as well as consultants, to ensure effective execution of activities and grants while fostering ongoing professional development.
- Actively engage with the CHAI Cambodia Country Leadership Team (CLT) to contribute to the oversight of the office-wide strategy, ensuring strong collaboration, coordination, and shared learning across PHC and community health, infectious disease, and health systems strengthening portfolios.
- Drive collaboration between CHAI Cambodia integrated PHC and integration team and national and subnational government entities key to the portfolio, including the relevant MoH departments such as PMD and NMCHC/NIP, and MoSVY, Ministry of Interior, Ministry of Education, Youth and Sport as well as Provincial Health Departments and Provincial Administrations.
- Actively coordinate and strengthen engagement with key national stakeholders engaged in PHC and service delivery integration efforts, including development partners and civil society organizations, to promote in country alignment across government support activities, avoid duplication of efforts, and enable collaboration and shared learning across organizations.
- Engage in continuous personal learning on topics related to integrated PHC portfolio by actively participating in knowledge exchange opportunities nationally and internationally, using insights gained to inform evidence-based decision-making and enhance CHAI’s strategy and programming.
Requirements
- Master’s degree or equivalent in a relevant field like public health, development, public policy, or science
- Minimum of 7 years of work experience in a fast-paced environment
- Exposure to global public health challenges, health systems strengthening and/or experience working with government bodies in low and middle income countries, at national and subnational level
- Exceptional problem-solving and analytical skills, with an entrepreneurial mindset, the ability to work independently, strong attention to detail, adaptability, and openness to feedback
- Strong interpersonal and communication skills, ability to build strong and effective working relationships with government and NGO representatives both at national and subnational levels
- Proven ability to successfully manage and coach teams in a cross-cultural working environment
- Excellent command of written and spoken English for business purposes, including the ability to prepare and present compelling presentations
- Technical knowledge and experience in strategy and programming to improve access and quality of healthcare services in relevant areas, such as immunization, NCDs, AT, SRMNH, and community health services, both from a facility and systems perspective is an advantage
- Experience in management consulting, research, or the private sector, with strong skills in Excel modeling, quantitative and/or qualitative data collection and analysis using relevant software, as well as report or grant writing and project management, is an advantage
- Experience managing grants from the Australian Government, GAVI, and the Bill & Melinda Gates Foundation is an advantage
- Experience and knowledge of the Cambodian healthcare system or that of other Southeast Asian countries is an advantage
