About the role
- Provide executive oversight for a portfolio of Joint and interagency programs, ensuring compliance with cost, schedule, performance, and contractual requirements.
- Lead and govern multiple Program Managers, Task Leads, and cross-functional teams, enforcing disciplined execution, risk management, and continuous improvement.
- Oversee complex Joint programs involving multi-Service, Combatant Command, and interagency stakeholders.
- Ensure integration and synchronization by coordinating approaches and processes across the Army, Navy, Joint, and federal agencies to provide interoperable, mission-ready solutions.
- Monitor performance metrics, CPAR inputs, and deliverables; proactively identify risks, provide mitigation plans, and, for issues, implement corrective actions.
- Direct resource allocation decisions, including workforce planning, budget execution, and investment prioritization.
- Partner with corporate leadership and the Chief Financial Officer organization to improve forecast accuracy and inform investment decisions.
- Lead business development and capture activities to achieve new and organic growth objectives.
- Identify, qualify, and shape opportunities aligned with CSA’s strategic priorities and customer mission needs.
- Perform capture management activities and customer engagement for recompetes and new business opportunities, developing effective win strategies and solutions for proposals and execution.
- Partner with corporate leadership to maintain a new business pipeline aligned to strategic and budgeting metrics.
- Act as a senior CSA representative to Joint, and interagency stakeholders.
- Engage Joint Program Offices, Service components, and partners to shape future requirements and program strategies.
- Support customers in integrating doctrine, training, simulations, and operational capabilities across Joint environments.
- Leverage enterprise resources and industry partners to deliver digital and enterprise IT solutions across Joint environments, including but not limited to cybersecurity and network engineering.
- Build and lead high-performing, geographically dispersed teams.
- Foster a culture of accountability, inclusion, and professional development.
- Standardize governance, processes, and best practices across the portfolio.
- Mentor Program Managers and emerging leaders to strengthen CSA’s leadership pipeline.
- Support senior leadership in defining and executing long-range strategies and operating plans.
- Translate corporate strategy into actionable objectives across the Joint and interagency portfolio.
- Assess market trends, customer priorities, and competitive dynamics to inform decision-making.
Requirements
- Clearance: Must possess and maintain an active Secret clearance.
- 10+ years leading large, complex DoD or federal programs.
- 5+ years managing operations with annual revenues of $15M or more.
- Strong background in planning, staffing, budgeting, and resource management.
- Proven ability to engage and influence senior government and industry leaders.
- Demonstrated capability to drive business development efforts, including customer engagement, opportunity shaping, and execution of news business growth initiatives.
