About the role
- The Project Director will lead transformational change initiatives across capital budgeting, finance, and procurement functions to improve financial sustainability, transparency, and operational efficiency.
- Work closely with capital delivery and asset management teams to modernize capital planning processes by integrating long-term asset management, lifecycle costing, and performance-based decision-making frameworks.
- Collaborates closely with asset and energy management team to align financial planning with corporate asset management strategies and long-term state of good repair (SOGR) priorities.
- Integrates lifecycle costing, implementation of net-zero emissions, and asset condition data into capital planning and investment decisions, capital investment trade-offs, renewal timing, and risk management across PR’s diverse asset portfolio.
- Collaborates closely with City’s Financial Planning division, divisional planning team, capital teams, asset team and operations teams to prepare the growth and improvements related capital plan.
- Provides divisional input for the City’s Development Charges (DC) background studies.
- Ensures Capital Plan aligns with corporate financial planning framework, corporate asset management strategy and investment decisions are sufficiently documented and data driven.
- Establish the procurement sub-unit to support contract procurement and payments, ensuring compliance with the City’s procurement, financial by-laws and best practices.
- Working closely with Purchasing and capital delivery staff, the Project Director will lead procurement initiatives and develop tools to improve capital delivery efficiency and mitigate risk.
- Establish governance frameworks and internal controls to strengthen oversight, compliance, and risk management across the capital portfolio in alignment with City’s financial control by-law and Public Sector Accounting Standards (PSAS).
- Lead cross-divisional collaboration to embed financial impact analysis into policy development and capital program decision-making.
- Foster a culture of continuous improvement, accountability, and evidence-based decision-making within capital and procurement teams.
- Enhances divisional financial systems to improve tracking of capital funding sources, including Section 42, Community Benefits Charges (CBCs), and Development Charges, and leverages enterprise systems such as SAP, PBF, and CAPTOR to support accurate budgeting, forecasting, and reporting.
- Develops and advances funding strategies, including securing federal and provincial funding and optimizing the use of Planning Act tools.
- Anticipates emerging financial, asset management, and regulatory changes, providing strategic advice to Parks and Recreation.
- Leads continuous improvement initiatives to strengthen governance, procurement practices and, asset lifecycle planning.
- Represents Parks and Recreation on interdivisional and intergovernmental committees related to financial planning, procurement, asset management, and Planning Act funding tools.
- Builds and maintains strong working relationships with Members of Council, Planning staff, Legal Services, and external partners, and prepares and delivers reports, briefings, and presentations on budget, capital funding, and procurement matters.
- Negotiates and builds relationships, working in close collaboration with executives and senior management, clients and various stakeholders across the organization.
- Anticipates, identifies and manages emerging issues and challenges.
- Evaluates potential technologies, tools and implementation strategies that are flexible and responsive to evolving and changing needs that will benefit the organization.
- Implements solutions and monitors/evaluates results.
- Oversees, participates in, or supports recruitment selection, labour relations issues, performance review, training and supervision of assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and innovation.
- Develops an effective communication strategy in conjunction with Strategic Communications for all key deliverables within assignment.
- Prepares reports to City Executives and Committees of Council, ensuring a high-quality product.
- Oversees day-to-day operations including scheduling, assigning and reviewing work, approving vacation/overtime, and managing performance.
- Ensures compliance with Collective Agreements, corporate policies, City by-laws, and applicable legislation.
Requirements
- Post-secondary education in Finance, Accounting, Business Administration, Public Administration, or a related field.
- Extensive knowledge of GAAP and Public Sector Accounting Standards.
- Extensive experience preparing capital budget for large and complex municipal infrastructure portfolio.
- Extensive experience working with executives, internal clients sponsors and senior management teams across the organization.
- Extensive experience leading, coaching, and motivating staff through major change initiatives, combined with a proven ability to exercise discretion and apply initiative and creativity in problem solving.
- Experience leading major financial transformation projects.
- Strong knowledge of public sector procurement tools, governance and practices.
- Superior analytical and well-developed human relations skills with an exceptional ability to communicate both verbally and in writing, negotiate persuasively and effectively, and forge solid internal relationships.
- Proven ability to exercise discretion, with a high degree of initiative and creativity in problem solving.
- Highly effective presentation skills with internal and external stakeholders.
- Knowledge of, current and emerging City-wide strategic initiatives.
- Demonstrated political acumen, judgement, and insight.
- Familiarity with Employment Standards Act, Human Rights Act, Occupational Health & Safety Act, Planning Act, Construction Act, WHIMS etc.
- CPA designation is an asset or equivalent financial accreditation.
- Must possess and be able to maintain a valid Province of Ontario Class "G" Driver's License and the ability to obtain a City driver's permit.
