About the role
- Conduct activities relating to the collection of potable water samples for the distribution system water monitoring program for the City of Toronto in accordance with the Safe Drinking Water Act 2002 and associated Regulations.
- Maintain field instruments and verify daily with appropriate Quality Control prior to use.
- Participate in internal and external Proficiency Testing and method validation.
- Adheres to Quality Management System policies and procedures.
- Monitor control charting of quality control samples to identify trends and non-conformances.
- Maintain clear and concise records and enter data using the Laboratory Information Management System (LIMS).
- Collect potable water samples and conduct field tests using portable instrumentation following Standard Operating Procedures (SOP's) and Safety Data Sheet (SDS).
- Communicate with various clients (i.e. General public, Lab staff, City of Toronto staff).
- Adheres to chain of custody with regards to the transportation and delivery of all samples to the laboratory.
- Operates and maintains vehicle.
- Identifies and report on adverse water quality to supervisor.
- Collect samples using appropriate sample collection protocol in the field (i.e Bacteriological, Microscopic, Chemical, Physical parameters).
- Investigate customer water quality concerns and answer questions appropriately and professionally.
- Performs work in accordance with all regulations of an accredited and licensed laboratory.
- Trains and mentors new staff.
- Transports samples, supplies and materials.
Requirements
- Post-secondary education in Chemistry, Biochemistry, Biology, Environment studies or related field, or approved equivalent combination of education and experience.
- Current Water Quality Analyst Certificate or Drinking Water System Operator Certificate as required by Ont. Regulation 128/04.
- Considerable experience in potable water sampling aseptic techniques and use of field instrumentation.
- Experience performing field tests related to potable water systems.
- Experience in the use of computer programs such as Word, Excel, LIMS or comparable.
- A valid Province of Ontario class “G” Driver's License and able to pass and maintain a City Operators driving permit.
- Strong verbal communication skills to facilitate interaction with the general public, private industry and other regulatory bodies.
- Strong written communication skills with the ability to prepare detailed documentation and to write clear, concise reports in a legible manner.
- Physically fit and able to carrying moderate loads (up to 20 Kg) for the purpose of sample transport and sampling under varying climatic (hot/cold) conditions.
- Ability to withstand outdoor environment, including the ability to work independently in varying climatic conditions.
- Report to work punctually, work in a team environment or independently, and follow directives and work in an efficient and safe manner.
- Knowledge of water treatment and distribution systems.
- Ability to meet with the public and represent the City of Toronto.
- Ability to work as part of a team with co-workers, staff from other units, divisions and agencies.
- Ability to work regular and rotating shifts (days, afternoons, including weekends) and overtime as required.
- Must complete required hours of on-the-job and director approved training to maintain the Drinking Water System Operator or Water Quality Analyst Certificate.
- Knowledge of the Occupational Health and Safety Act and WHMIS.
- Knowledge of Government legislations such as Safe Drinking Water Act and associated regulations, Clean Water Drinking Act, Occupational Health and Safety Act and Ontario Water Resources Act.
- Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
