About the role

  • Manages, motivates, and trains unit staff to ensure effective teamwork, high-quality work, continuous learning, and innovation.
  • Oversees BI & Data Services delivery within Enterprise Business Intelligence Services.
  • Supervises daily operations of assigned staff, including work scheduling and review, vacation and overtime authorization, performance evaluations, and salary adjustments.
  • Develops and administers the unit's annual budget, ensuring expenditures remain within approved limits.
  • Leads the design and implementation of foundational BI enterprise solutions, providing technical leadership in BI & Data Management development.
  • Defines and delivers long-term strategic goals for BI enterprise solution implementation, collaborating with business users, divisional managers, clients, and stakeholders.
  • Develops and implements critical BI enterprise solution components and information.
  • Conducts ongoing research to update BI enterprise solutions based on organizational needs.
  • Ensures solutions, data strategies, and architectures comply with regulatory standards.
  • Oversees technical design and implementation for City of Toronto corporate enterprise solution environments.
  • Designs BI enterprise solution architecture to meet current and future organizational needs.
  • Assesses existing architecture and develops future enterprise solution designs.
  • Creates tactical solutions to achieve long-term goals and overall roadmap.
  • Promotes enterprise solution methodologies and standards.
  • Addresses solution-related issues, including integration and multi-platform compatibility.
  • Identifies opportunities for solution reuse, migration, and retirement.
  • Leads governance and data management across the organization, including data quality, integration, modeling, governance, and warehousing.
  • Establishes and enforces mechanisms for compliance with technology and information governance policies.
  • Collaborates with Business, Data Analytics team and other stakeholders on business processes, data sourcing, data quality, and data migration strategies.
  • Leads data migration design, development, and testing to meet business needs and adhere to agile, SDLC, and SAP best practices.
  • Ensures adherence to solution and data quality management standards.
  • Sets methods for measuring and improving solution and data quality.
  • Oversees data mapping, movement, interfaces, and analytics, ensuring data quality.
  • Conducts solution and data capacity planning, life cycle assessments, and feasibility studies.
  • Develops strategies for solution administration, backup, disaster recovery, business continuity, and archiving.
  • Defines backup, archival, and disaster recovery strategies for enterprise solutions.
  • Ensures integrity of the enterprise solution environment in collaboration with business and technical partners.
  • Selects and implements appropriate tools, software, and systems to support solution goals.
  • Defines standardized methods for enterprise solution projects.
  • Collaborates with project managers and business unit leaders on enterprise solution projects.
  • Directs technical project teams to ensure consistency across projects.
  • Manages vendor relationships to select products and services aligned with organizational goals.
  • Provides leadership in preparing formal contractual documents, including Requests for Proposals, Statements of Work, RFRs, and RFQs.
  • Designs scalable, sustainable BI & Data solutions aligned with business objectives and industry best practices.

Requirements

  • Post-secondary education in Computer Science or a related discipline, with experience in large-scale information technology systems; or an equivalent combination of education and experience in the Data Management field.
  • Considerable experience in BI management, leadership, and supervisory roles, including developing BI roadmaps, assigning and leading staff, overseeing sustainment services, operational projects, performance management, and act as point of contact for Enterprise BI Services related challenges and decisions
  • Considerable experience with BI, data and analytics platforms in data integration, data management, data modeling, ETL, data visualization, AI, KPIs, and reporting, serving as a BI product SME for current Enterprise BI technologies such as SAP, Microsoft, and Tableau.
  • Experience in establishing and participating in BI governance committees, setting priorities, mitigating technical and business risks, creating process flow diagrams and decision trees for BI data intake, and developing BI service catalogues with clearly defined roles and responsibilities.
  • Experience managing vendors and service level agreements, with proven expertise in BI/analytics licensing models (Tableau, Power BI, SAP), including conducting cost–benefit analysis and contract negotiation
  • Strong customer service orientation with proven ability to establish and maintain effective stakeholder relationships, manage client deliverables, and communicate clearly through written documentation, presentations, and senior-level briefings.
  • Demonstrated ability to perform gap analysis, document proposed solutions, and align technical platforms to business needs.
  • Highly developed interpersonal, conflict resolution, negotiation, facilitation, and problem-solving skills, with the ability to work collaboratively in multidisciplinary environments as well as independently.
