About the role
- Transit Service Planning is responsible for service and operations planning for bus, rail, and Para Transpo services (including route planning, bus stop planning, service frequency, scheduling, and bus type assignment)
- capital and operating budgeting for the department
- transit fare policy, performance reporting, development of policies and long-range plans, establishment of service standards and design standards
- delivery of the City’s transit priority program
- continuous improvement for departmental operations
- primary responsibility for all technical issues, detailed design, implementation and field monitoring of measures and strategies to improve the flow and reliability of transit service on the road network
- evaluating, developing and implementing transit priority measures, in keeping with requirements as set out in the Highway Traffic Act and Ontario Traffic Manual, and in a manner consistent with the goals of the Official Plan, Transportation Master Plan, and Transit Services business plans
- Operational transit priority measures include reserved bus lanes along roadways and at intersections (queue jumps), traffic control signal priority and special traffic management techniques.
- The development and implementation of transit priority requires policy development, research, transportation modeling techniques, coordination with other programs, specialized equipment/procedure development, implementation and evaluation.
Requirements
- Completion of 4 year university degree in Civil or Electrical Engineering
- Minimum of 5 years of progressively responsible experience in transportation planning, design and/or operations, including:
- experience in transit priority strategies and equipment
- demonstrated ability to successfully develop and implement innovative and complex solutions and systems in the field of transportation engineering
- experience in evaluating transit operations
- experience in traffic control strategies and equipment
- Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)
- Traffic control systems and equipment
- Principles of traffic engineering and control
- Transit priority strategies and methods
- Traffic engineering/modeling software
- The public transit system in the City of Ottawa
- Computer applications relevant to an engineering environment
- Project management principles
- State of the art transit control and operating systems such as AVL and APC systems
- TAC and AASHTO geometric design guidelines
- Ontario Traffic Manual, Canadian Capacity Guide and other manuals and guidelines related to traffic control signal equipment
- Official Plan and Transportation Master Plan
- Issues of smart growth and sustainable transportation
- Ontario Highway Traffic Act and City of Ottawa Traffic and Parking By-law
- Organization and structure of the City of Ottawa and the Transportation, Utilities and Public Works Department
- Must possess the training, experience and knowledge to organize the work and its performance
- Works in accordance with applicable health and safety legislation, policies and procedures, and all other legislation, policies and procedures relevant to the work
