About the role

  • Employee Services Management provides compensation-related services to all employees of the City of Ottawa and the Ottawa Police Service, including administration of all employee movement transactions — such as position changes, salary adjustments, benefits and pension plan transactions — in accordance with collective agreements, City policies and legislative requirements, and in support of the Payroll, Pensions and Benefits Administration Service Centre.
  • The incumbent is responsible for reviewing, analyzing, validating and processing transactions that affect employees’ pay, leave entitlements and benefits.
  • The incumbent interprets and applies policies, guidelines, processes, collective agreements and labour legislation when reviewing and validating transactions submitted by supervisors and departmental managers.
  • The incumbent also ensures accuracy and compliance, provides a high level of customer service when resolving issues with clients (including employees), and acts as a Level 2 escalation resource for transactional issues that cannot be resolved by the Payroll, Pensions and Benefits Administration Service Centre.

Requirements

  • Two-year post-secondary or community college diploma in a business-related discipline.
  • At least 3 years of related experience, preferably in an HR or payroll functional area.
  • Strong customer service practices and skills.
  • Practical knowledge of payroll and HR policies, processes and procedures.
  • Microsoft Office suite (intermediate level) and other standard City software as required.
  • Intermediate knowledge of HRIS (preferably SAP).
  • Familiarity with City collective agreements, Canada Revenue Agency (CRA) requirements, the Employment Standards Act, LAIMPVP and other related legislation.
  • Proven experience using an HRIS in an HR and payroll service environment is an asset.
